Introduction
The Ministry of Housing, Communities and Local Government (MHCLG) is seeking to appoint a Lead Non-Executive Director to its Departmental Board. This is a pivotal role at the heart of a mission-driven department, supporting the delivery of government priorities including housing, local government reform, and community empowerment.

Thank you for your interest in the position of Lead Non-Executive Director at the Ministry of Housing, Communities and Local Government.
This is a pivotal moment for our department. We are advancing a bold and ambitious programme to address the housing crisis, reform the planning system, and empower local government to better serve communities across the country. These priorities demand not only innovative policy solutions, but also exceptional leadership, strategic clarity, and rigorous governance.
Our Non-Executive Directors are instrumental in helping us meet these challenges. As Lead NED, you will provide independent oversight and constructive challenge to the executive team, help shape our strategic direction, and ensure we remain focused on delivering for the public. Your leadership across the NED cohort will be vital in enhancing board-level effectiveness and supporting the department’s senior leadership.
We are seeking a candidate with substantial experience in leadership, governance, risk management, finance, and strategic transformation. We welcome applications from individuals with diverse backgrounds and perspectives, who can bring fresh thinking and a collaborative spirit to our work. Appointment description
Key responsibilities of the role will be to:
- Chair the Non-Executive team, ensuring effective collaboration and contribution to departmental governance.
- Provide independent scrutiny and challenge on departmental performance, delivery, and risk management.
- Support the Secretary of State and Permanent Secretary in shaping the department’s strategic direction and priorities.
- Lead engagement with the Audit and Risk Assurance Committee (ARAC), ensuring robust oversight of financial controls, governance, and risk.
- Champion best practice in public sector governance, performance monitoring, and delivery assurance.
- Act as a sounding board and critical friend to the Executive Team, offering insights from across sectors and industries.
- Engage with ministers and senior officials on the implementation of the Single Departmental Plan, ensuring alignment with government priorities
Organisation description
The MHCLG Board is chaired by the Secretary of State, and includes ministers, senior officials (the Executive Team), and Non-Executive Board members. The board meets at least quarterly, with overarching responsibility for performance and delivery. As Lead Non-Executive Director, you will provide strategic leadership, independent challenge, and expert advice to the MHCLG Board. You will work closely with ministers, senior officials, and fellow non-executive directors to ensure the department is effectively governed and delivers on its objectives with transparency, accountability, and impact.
