Introduction
Great British Energy is the government’s publicly owned, energy development company with a mission to accelerate clean power deployment to create jobs, boost energy independence, and ensure UK taxpayers, billpayers, and communities reap the benefits of clean, secure, homegrown energy.
Our ambition is to become a lasting national institution that the British public will be proud of. We are building GBE not just as a company, but as a cornerstone of the UK’s energy landscape: a trusted, transparent, and innovative public champion that stands shoulder to shoulder with the leading state-owned energy companies of Europe.
For too long, Britain has relied on imported energy, while other state-owned companies have benefitted from owning our crucial energy assets. GBE marks a decisive break — a permanent national capability to plan, invest, and build the infrastructure that powers our future.
Public ownership with purpose means we use public capital to unlock private investment, not replace it. GBE’s investments will catalyse further investment, building industries that last. Returns from assets the public owns are reinvested — back into more capacity, more jobs and more opportunity.
Great British Energy works collaboratively with industry, local authorities and communities, and other public sector organisations such as the National Wealth Fund, to spread skilled jobs and investment across the country.
In recognition of Scotland’s leading role in the UK’s clean energy revolution, Great British Energy is headquartered in Aberdeen.

Introduction from the Minister
Great British Energy was created for a simple reason: to give Britain greater control over its energy future and to give the British public a stake in it.
For too long, our country has been exposed to volatile global fossil fuel markets that we do not control, leaving households, businesses and public services vulnerable to price shocks and international instability. Clean, homegrown power is not just about tackling climate change - it is fundamental to our national security and our economic future.
That is why this government established Great British Energy as a publicly owned company to invest in, develop and support clean energy across the UK. Its purpose is to accelerate the roll out of clean power, strengthen our energy independence, and ensure that the benefits of the transition are felt by communities across Britain. It is about building resilience, backing British industry and skills, supporting good jobs, and proving that public ownership can deliver real, lasting outcomes for the country.
The role of Chair is therefore of critical importance. Great British Energy is being built to operate at scale, to work in partnership with the private sector, local communities and devolved governments, and to take strategic decisions that will shape our energy system for generations. The Chair will play a central role in setting the organisation’s direction, upholding the highest standards of governance, and ensuring that strong public purpose is matched by rigorous commercial discipline.
My priorities for Great British Energy are clear: to accelerate clean power deployment, crowd in private investment, strengthen British supply chains, put communities at the heart of the energy transition, make the case for 21st century public ownership and help deliver the energy security that underpins a strong and resilient nation. Achieving this will require leadership of the highest calibre.
I encourage applications from outstanding leaders who are motivated by public service and who want to play a defining role in building something that will have a lasting legacy for the British public.
From Michael Shanks, Minister for Energy
Appointment description
This is not a typical Chair role. This is an opportunity to shape a new national institution on behalf of the British people - a publicly owned energy company committed to serving the country.
We are seeking a Chair to lead a values-driven Board as Great British Energy enters its next phase of maturity. The successful candidate will join in autumn 2026, after the completion of GBE’s initial organisational set-up. The Chair will lead efforts to embed GBE as a lasting and dynamic pillar of the UK’s energy and economic landscape ensuring it delivers real value for the British people.
As Chair, you will provide strategic leadership to the Board, ensuring effective governance, oversight, and accountability during a pivotal period of growth and national significance. This role requires balancing the traditional responsibilities of a Chair with championing reshaping public ownership for the modern world.
The Opportunity
Great British Energy is over one year into its journey. We are recruiting a Chair to join the
Board of Great British Energy at an exciting time for the company, following its initial ‘set
up’ period. A key focus for GBE will be maturing its organisational capabilities as it moves
out of this set-up phase, whilst continuing to deliver at pace in line with its mandate set by
government.
Over the next five years, GBE will become a world-class energy institution, accelerating the
delivery of clean energy generation while mobilising up to £15 billion of private investment
alongside public capital. Through a strong focus on local and community energy, and by
strengthening UK supply chains, GBE will help deliver thousands of skilled jobs and ensure
the benefits of the energy transition flow back to communities and taxpayers across the UK.
About the Role
Public ownership with purpose will enable returns from these investments to be reinvested
into further capacity, jobs and opportunity.
We are looking for an individual who is motivated by public service and committed to Great
British Energy’s mission to accelerate clean power deployment to create good jobs, boost
energy independence and secure the benefit of clean, secure homegrown energy for the UK.
Responsibilities
• Set Strategic Direction: Lead the Board
in setting Great British Energy’s strategic
direction, ensuring alignment with national
energy policy and the company’s public
purpose. Drive innovation in public
ownership for a modern energy economy.
• Governance and Accountability: Provide
strong oversight and support to the Chief
Executive and executive team, holding them
to account for delivery and performance.
Ensure governance, risk management, and
compliance meet the highest standards,
balancing commercial discipline with
accountability to the British public.
• National Representation: Act as GBE’s
leading ambassador, representing the
company at the highest levels across
government, industry, and communities.
Build trust and influence to position GBE as a
cornerstone of the UK’s energy transition.
• Champion Public Value: Embed social
responsibility at the heart of GBE’s decision
making, ensuring community energy and
public benefit are integral to commercial
success.
• Shape Culture: Foster a purpose-driven
culture that reflects GBE’s mission and
values, embedding this ethos across the
Board and Executive.
• Anchor in Aberdeen: Ensure GBE establishes
itself as a proud Aberdeen-headquartered
company, with a clear strategy to engage
the city and its communities as part of its
national role.
