Dear Candidate,
Thank you for your interest in
becoming the National Chair of the Independent Monitoring Boards (IMBs). IMBs provide
statutory, independent monitoring of the treatment and care of prisoners and
individuals detained under immigration powers on behalf of Ministers and the
public. They monitor prisons and Young
Offender Institutions in England and Wales, and they also monitor the
Immigration Detention Estate (immigration removal centres, short-term holding
facilities and removals).
The IMBs operate independently of
Government and are part of the UK’s National Preventive Mechanism, which was
established to prevent torture and ill treatment of people deprived of their
liberty, and to strengthen the protection of people in detention through
independent monitoring, under the United Nations Optional
Protocol to the Convention Against Torture (OPCAT).
Independent monitoring plays an
important role in identifying challenges, driving safety and improving outcomes
across places of detention. The Home Office and I take the recommendations made
by the IMBs very seriously. I would welcome applications from candidates who
are passionate about making improvements within places of detention.
The National
Chair will be responsible for leading the National Board to ensure that IMBs
operate effectively and efficiently, and independently discharge their
statutory and other functions, providing high quality support and challenge.
This is a highly demanding but
rewarding role with a time commitment of up to 12 days per month. It presents a
rare opportunity for the right candidate to contribute significantly to
improvements in the delivery of key public services. This Government is
