Appointment description
Ministers are seeking to make up to 3 new Member appointments to the NHS Pay Review Body (NHSPRB).
To play a key part in assessing the evidence of the Government, organisations representing the NHS, and organisations representing NHS staff paid under the Agenda for Change pay system making annual recommendations to the Government on the remuneration of NHS staff. Specifically, to:
• use your own experience and expertise contribute to the effective understanding, analysis, and challenge of evidence from stakeholders and wider sources relevant to the remit.
• monitor developments in the NHS and bring insights on the issues facing the NHS to Review Body discussions.
• work collaboratively and constructively with colleagues to develop shared thinking on the overall approach and key recommendations; and to help shape the draft report.
• effectively represent the NHSPRB in meetings with stakeholders (oral evidence and informal contacts) and with NHSPRB staff on visits to Trusts and Health Boards.
• meet groups of staff and managers/ leaders, formulate conclusions, and make recommendations to the Government.
Organisation description
The NHS Pay Review Body (NHSPRB) is independent, it is responsible for:
• making recommendations on the pay of all staff paid under Agenda for Change (the national collectively agreed contract on which all non-medical staff are employed) and employed in the NHS.
• conducting research on pay and related matters.
• visiting trusts and health units to meet staff and managers to gather information and views on pay and related issues.
The Review Body may also be asked to consider other specific issues from time to time.
The Review Body is also required to take careful account of the economic and other evidence submitted by the Government, Trade Unions, representatives of NHS employers and others and it should take account of the legal obligations on the NHS, including anti-discrimination legislation regarding age, gender, race, sexual orientation, religion and belief and disability.
The NHSPRB’s recommendations and reports are submitted to:
• the Prime Minister and the Secretary of State for Health and Social Care
• the First Minister and the Minister for Health and Social Services in the National Assembly for Wales
• the First Minister, Deputy First Minister and the Minister for Health, Social Services and Public Safety of the Northern Ireland Executive.

Essential criteria
To be considered, you must be able to demonstrate that you have the qualities, skills, and experience to meet all the essential criteria for appointment.
• relevant experience and a career track record of achievement within professional environments.
• have an understanding of the role of pay and reward in motivation, recruitment, and retention amongst a professional workforce.
• able to analyse and interpret complex information, including data and evidence from a range of sources, and exercise sound independent judgement and objectivity to reach balanced, evidence-based conclusions.
• an effective communicator, able to work collaboratively with fellow Review Body Members and stakeholders, and able to draw on your experience and expertise to make a valuable contribution.
Desirable criteria
We currently have a number of vacancies and in order to fill current gaps in knowledge and skills, we would welcome skills and experience in one or more of the following areas although these are not essential:
• knowledge or experience of working in labour market economics, knowledge or experience in industrial relations, or experience of trade unions, HR leadership and/or management and knowledge of comparable healthcare systems.
• in particular, we are looking to appoint one or more members with significant experience of the public sector in Northern Ireland or Wales.
