Vacancy Description
The SSRO is an Executive Non Departmental Public Body (NDPB) reporting to the Secretary of State for Defence under the terms of the Defence Reform Act 2014. The SSRO must aim to ensure (a) that good value for money is obtained in government expenditure on qualifying defence contracts, and (b) that single source suppliers are paid a fair and reasonable price under those contracts. The SSRO works with industry and MOD to support them in implementing the legislation and maximising the benefits to both industry and the Government of adopting the regulations.
The SSRO is the independent statutory regulator of single source defence procurement and develops guidance to support the legislation, in consultation with all relevant stakeholders. It is also responsible for recommending annually to the Secretary of State for Defence the profit rate to be used for such contracts.
The SSRO can be commissioned to undertake analysis studies by the Secretary of State for Defence, or other bodies if approved by the Secretary of State, in order to support wider understanding in the single source environment.
Person Specification
We currently require two new Board members who will augment the skills and experience of existing Board members. We are seeking broader experience of contracting and would particularly welcome applicants who have had a senior professional career. Successful candidates for this role cannot have a current or recent professional or pecuniary relationship with any MoD contractor and must be able to demonstrate the following:
- The ability to work at Board level within a large organisation.
- The ability to quickly get to grips with issues within defence and public sectors.
- A good and recent understanding and knowledge of any of the following disciplines, with the ability to bring that expertise to the Board:
- Legal
- Procurement
- Corporate finance
- Economics
- Management information / analytics
Desirable criteria:
- Senior level commercial experience
- A background in law, corporate finance or merchant banking
- Understanding of issues relating to the regulation of a sector with similar characteristics of that of the defence industry
- Experience of operating successfully with a regulatory and/or legal framework
- Knowledge of the public sector.
