Vacancy Description

  • Lead discrete pieces of work identified with the Ministerial Board as priority issues requiring expert advice and research
  • Work with panel members to identify the most effective means of reducing the number and rate of deaths in custody, and communicate them authoritatively to Ministers and operational service leads.
  • Work with external organisations and individuals to ensure that advice is drawn from a range of expert providers.
  • Represent the Independent Advisory Panel at external fora.

Person Specification

Essential criteria

  • Knowledge of the work of service providers (for example the police service, the prison service, immigration removal centres or secure hospitals/mental health services) or those working on behalf of individuals detained by the State or their families; and the ability to build strong relationships with national operational organisations, professional bodies or interest groups.
  • A strong grasp of current research and best practice in a given field and ability to identify further research opportunities;
  • Sufficient skills, knowledge and authority to garner respect of Ministers, service leaders and wider stakeholders and communicate with them effectively specifically in explaining specialist or technical information;
  • Knowledge and expertise in one or more of the following areas in the context of custodial environments or similarly related fields:
  • Psychiatry/psychology
  • Epidemiology
  • Applied research
  • Legislation or legal practice
  • Organisation/cultural learning

Desirable criteria

  • A demonstrable interest in and understanding of equality and diversity issues relevant to custodial or healthcare environments such as the experiences of Black And Minority Ethnic (BAME) groups or women;
  • Experience of driving or directing strategic reforms in major organisations
