Vacancy Description
The Legal Services Consumer Panel is a permanent, discrete champion for consumers of legal services. It works to make sure that legal services regulators consider and act on the user perspective. The Panel is established by the Legal Services Board (LSB), the independent body responsible for overseeing the regulation of legal services in England and Wales, under the Legal Services Act 2007. It is made up of eight lay members with varied experience and expertise that currently includes: charitable, private and public sectors, advice provision, trading standards and local government. Both the LSB and the Panel are independent of Government and the legal profession. The Panel’s current Chair, Dr. Jane Martin, is moving to take up the role of lay member of the Office for Legal Complaints. The LSB, which makes appointments to the Panel, is now looking for a new Chair to lead the Panel into the next phase of the legal services reform programme. As a Consumer Panel, the Legal Services Consumer Panel works differently to Trustee Boards and some other public bodies. Members are asked to be ‘hands on’ and to contribute directly their experience, knowledge and understanding of the needs and experiences of both individual and small business consumers. Each Panel member leads on a specific area of the work programme, working closely with Secretariat colleagues in providing leadership, oversight and critical challenge. This might include contributing to meetings and teleconferences, speaking at events, contributing to research specifications, and writing and reviewing draft papers. At Panel meetings, the Panel leads update fellow Panel members on progress being made. As well as advice to the LSB, the Panel also seeks to influence the Legal Ombudsman, the regulators and representative bodies and Government where appropriate and within its remit. The time Panel members contribute in between actual Panel meetings is therefore extremely important and vital to enabling the Panel to make full use of the knowledge and experiences of its members. The Chair will be responsible for leading the Panel members, and the Panel’s small secretariat team, on key work streams in between Panel meetings and for championing its work externally. As such, the LSB is looking for an individual who brings a rich blend of skills, experience and opinions and an absolute commitment to the consumer voice.
Person Specification
In your written application, please give examples of your proven experience against each of the following:
Core Competencies • Leadership and/or board level experience of leading a national body of a similar size and influence; • A track record of significant achievement in, and relevant experience of consumer issues; • The ability to work constructively and collaboratively with the LSB while maintaining the Panel’s independence; • The ability to contribute effectively to the Panel, in a manner that establishes and maintains the independence and authority of the role of Chair; • The ability to utilise available evidence and draw conclusions from research and market data; • A proven track record which demonstrates the ability to inspire and command the confidence of a range of stakeholders and other interested parties; • The ability to identify creative and innovative solutions to complex problems; • A proven ability to identify issues and influence policy development; • An understanding of diversity and the application of equal opportunities working in practice; and • Excellent communication and influencing skills.
Desirable Criteria • Some knowledge of the law and/or the legal services market; • An appreciation of the unique contribution that legal services make to society as a whole.
Specific Requirements Candidates should also be able to demonstrate at least one competency from each of the two lists below: Skills and knowledge • Market research including a broad understanding of both primary and secondary research methodologies, familiarity with analytical tools and processes, and an ability to communicate observations; • Regulatory understanding, including knowledge of front line regulation from other regulated industries; • Understanding the economic impact of policy and extracting its implication for future policy development and practice; • Consumer policy development and analysis; • Complaint-handling, including at first-tier by providers and second-tier through ombudsman and other alternative dispute resolution schemes.
Experience • Working with people from black and minority ethnic communities; • Working with disadvantaged, hard to reach and/or vulnerable consumers; • Working with small businesses, which may include small charities and/or not-for-profit organisations; • Front line advice service delivery; • The role and use of online service delivery
