Vacancy Description
We are looking for an exceptional candidate to join the Legal Aid Agency as non-Executive Board member and member of the Agency’s Audit Committee. Candidates will
- Will bring strong legal experience to inform the scrutiny and decision making at Board level.
- Uphold the highest ethical standards of integrity and honesty, and demonstrate that they have an understanding of, and are committed to, the value and importance of the Seven Principles of Public Life
Use personal and professional skills, experience and judgement with integrity and independence to scrutinise the short and long-term performance of the agency;
- Work with the Chair and other Board members to provide constructive challenge, strategic guidance, and ensure that the Agency has the necessary resources to fulfil its statutory duties and strategic objectives.
Play a full part in enabling the Audit Committee to arrive at balanced and objective decisions.
Person Specification
Essential criteria
Candidates will be able to demonstrate:
- Significant knowledge of, and relevant experience of working at a senior level as a lawyer, barrister or CILEx member, operating in the legal services sector, preferably with Legal Aid experience (whilst not being a current economic operator with a contract for or personal interest in legal aid funding).
- Exceptional communication skills, high level of personal impact with the ability to provide constructive, independent challenge and support to the Board.
- Independence of judgment, the capacity to bring a fresh, external view to the strategic direction and decision-making of the Agency, with an outstanding track record of board level career achievement;
- Broad business management experience at board level in a complex delivery organisation in the private, public or third sector. Clear track record of building and sustaining relationships with key stakeholders, including the ability to respond to and reconcile the differing needs of those stakeholders;
- Significant experience of working with government with the aptitude to successfully build and sustain relationships with key stakeholders including the ability to respond to and reconcile the differing needs of those stakeholders;
- Ability to analyse complex information, reach practical decisions and to think strategically;
Excellent knowledge of corporate governance, risk, strategy and assurance, in either private or public sector.
Desirable criteria
- Significant experience of people and change strategy, including staff engagement, including experience of embedding change across multiple cultures within a single organisation;
- Knowledge of the justice sector would also be beneficial.
Additional Information
Tenure: Public appointments are offered on a fixed term basis. We do this to ensure that the leadership of our public bodies is regularly refreshed and the Legal Aid Agency can benefit from new perspectives and ideas. The appointment will run for 3 years with the possibility of reappointment for a further term, subject to satisfactory appraisal and at the discretion of the Chief Executive Officer/Permanent Secretary. In line with the Agency’s Board Operating Framework no individual should serve more than two terms or serve in any one post for more than six years.
Remuneration: Remuneration is taxable and subject to Class 1 National Insurance contributions. The role is not pensionable and your remuneration may be abated if you receive a public service pension. Typically, including preparation time, the time commitment required from the successful candidate is not expected to exceed 20 days per annum. It is envisaged that the Board will meet 10 times per year, including two out of London at a LAA Regional Office. You will receive remuneration equating to a daily rate of £400, for the period that you sit as Non-Executive Board member for the Legal Aid Agency. In addition to Board meeting NEBMs are expected to attend five Audit and Risk Committee meetings. No additional remuneration will be payable.
Performance Appraisal: You will have the opportunity to meet regularly with the Chair/Chief Executive to reflect on your role, review performance and evaluate the arrangement between you and the Agency. Any review of performance will have no bearing on your remuneration.
Standards in Public Life: Public appointees are required to uphold the Committee on Standards in Public Life’s Seven Principles of Public Life. You are also expected to adhere to the Code of Conduct for board members of public bodies.
