Background

This is an exciting opportunity to make a contribution to local health services, aligned with the Strategic direction of NHS Wales.

Cwm Taf University Health Board (UHB) was established in October 2009 and achieved ‘University’ status in July 2013. The UHB provides primary, community, hospital and mental health services to almost 300,000 people living in Merthyr Tydfil and Rhondda Cynon Taf. From April 2019, the responsibility for providing healthcare services for people in the Bridgend County Borough Council area will transfer from Abertawe Bro Morgannwg UHB to Cwm Taf University Health Board.

The University Health Board is also responsible for the provision of child and adolescent mental health services for South Wales and is the host body for the Welsh Health Specialised Services Committee (WHSSC) and the Emergency Ambulance Services Committee (EASC) which two Statutory Joint Committees of Health Boards across NHS Wales.

Ideally situated between Wales’ capital city, Cardiff to the South and the stunning scenery in the Brecon Beacons National Park to the North, we operate within a vibrant community, rich with history and heritage.

The three key roles through which effective the board of the Cwm Taf University Health Board demonstrates leadership within its organisation are:

  • Formulating strategy.
  • Ensuring accountability by holding the organisation to account for the delivery of the strategy and through seeking assurance that systems of control are robust and reliable
  • Shaping a positive culture for the Board and the organisation.

The role of the Board member focuses on four key areas:

  • Strategy – to contribute to strategic development and decision-making
  • Performance – to ensure that effective management arrangement and an effective team are in place at the top level of the organisation. To help clarify which decisions are reserved for the Board and then ensure that the rest are clearly delegated and to hold management to account for its performance in meeting agreed goals and objectives through purposeful challenge and scrutiny, and to monitor the reporting of performance
  • Risk – to ensure that financial information is accurate and that financial controls and systems of risk management and assurance are robust and defensible
  • Behaviour – to live up to the highest ethical standards of integrity and probity and comply fully with the Code of Conduct. Board members should demonstrate through their behaviour that they are focusing on their responsibilities to citizens, the organisations and its stakeholders

Independent Members will demonstrate the following qualities:

Knowledge & Experience

  • An understanding of health issues and priorities in the Health Board area and  the ability to understand the role and work of the Board
  • Ability to hold the executives to account for performance whilst maintaining a constructive relationship
  • Ability to provide a knowledgeable, impartial and balanced perspective on a range of sensitive and complex issues
  • A broad understanding of the information governance requirements required to comply with legislation e.g. Data Protection Act (GDPR).

Personal Attributes and Skills

Role Specific Criteria

  • Understand how information management and digital technology can help in improving health and social care
  • Understand how information and data can be used to support the delivery of high quality, safe health and social care
  • Have an understanding of information governance in relation to quality, safety, security and integrity and effective use of information,
  • Ability to apply your knowledge and understanding of ICT matters in a strategic board environment.
  • Have experience of using digital technologies to deliver high quality services.
