The expected time commitment for the role is on average two days per month. Trustees are expected to attend a minimum of four Board meetings per year and be willing to Chair or be a member of a committee of the CITB and/or sit as a member on one of three Nation Councils (covering England, Wales and Scotland).

Vacancy Description

Construction skills are critical to the economy and this is a particularly important time to join the Board. Trustees have collective responsibility for CITB’s strategic directon, monitoring delivery and business performance, maintaining proper financial oversight and ensure effective governance. The Board is accountable to the Secretary of State for Education, the Charity Commission and more generally to Construction Industry stakeholders.

Trustees will bring their specific knowledge and expertise to the Board. They seek to deliver the statutory functions of the Board in the best interests of the Construction Industry as a whole and must make decisions independent of any affiliation to their own business or sector interests.

CITB is the statutory skills body for the construction industry in Great Britain and its purpose is to make better provision for the training and maintenance of skills in the industry. CITB raises around £200m annually via a training levy, and works closely with employers and the Government to ensure national construction skills needs are met.

CITB seeks to create the culture and conditions that will deliver new ways of working, embracing new technologies, creating a demand in construction for more skills, new skills and higher level skills. CITB aspires to be at the forefront of effective commissioning and grant practice and is undertaking a high-profile transformational reform programme in order to achieve this.

CITB seeks to appoint an individual as a Board Member to provide the Board with financial expertise. The individual will have the following:

Essential Financial Experience

  • Senior level in finance and/or accounting roles including oversight of risk management
  • An ability to provide Board challenge for both the board and the Audit and Risk Committee to include investment appraisal for new financial investment and the critical divestment programme which will reach implementation phase this year

General Essential Requirements

  • Sufficient time and interest to participate fully in the work of the Board and to be an active ambassador and advocate for the CITB
  • An ability to think strategically, analytically and to address complex challenges
  • An ability to challenge, influence and produce sound, independent judgement
  • A team player that is approachable, participative and confident in fostering co-operative working between Trustees, the Executive and other stakeholders
  • High level knowledge and understanding of employment needs and emerging trends and developments within the construction industry
  • An ability to act in the best interests of the Construction Industry as a whole and make decisions independent of any affiliation to their own business or sector interests
  • A commitment to the Nolan principles of public life: selflessness, integrity, objectivity, accountability, openness, honesty and leadership

Desirable

  • Experience of working in a levy-paying construction employer
  • Recent corporate experience at Board/senior level in an organisation of comparable or large size, ideally within the construction industry or the education and training sector
  • An understanding of the working of a non-departmental public body and the CITB’s governance requirements
  • An understanding of legal, financial, audit and other regulatory requirements of a charity
