Role description and person specification

This is an exciting time for Public health Wales as we embark on a new Long Term Strategy and is a great opportunity to use your skills and experience to make a contribution to our vision ‘Working to achieve a healthier future for Wales’.

Role and responsibilities

Non-executive Directors will among other things:

Ø Discharge effective governance of the organisation, in all its integrated forms. You will take an active part in discussions, providing your opinion and challenge, and support to the Board on key issues.

Ø  Contribute to the development and maintenance of a healthy culture across the organisation’s functions and services.

Ø  Contribute to the work of the Board based upon your independence, your past experience and knowledge, and your ability to stand back from the day to day operational management.

Ø  Contribute to and accept corporate decisions to ensure a joined up, robust and transparent decision-making process by the Board.

Ø  Be expected, in time, to fully understand the business through active involvement to enable the effective performance of the organisation.

Ø  Work closely with other public, private and voluntary organisations ensuring that the views of patients, carers and families are fully involved in helping to shape, develop and improve services.

Ø  Analyse and critically review complex information and contribute to sound decision-making.

Ø  Oversee the effective stewardship of resources, ensuring openness and accountability in the allocation and utilisation of resources.

Person Specification

You will most likely be working in, or will have held, a senior level population health related national leadership role with substantial experience in having led large scale improvements in health and well-being. Your understanding and appreciation of the population health related issues, and policy environment, in Wales will be essential to your ability to fulfil this role.

Role specific criteria:

  • Significant experience in successfully working in a senior, national population health leadership role.
  • Proven experience in a large scale improvement in health and well-being.
  • Ability to apply your knowledge and understanding of population health matters in a national, strategic Board environment.

Desirable criteria

Ø  You will have ideally served in a non-executive or trustee role.

In addition to the role specific criteria above, we will be looking for talented individuals who are passionate about the work that we do, and who can demonstrate:

  1. independence from the organisation and ability to contribute objectively and constructively to the Board and its work;
  2. appreciation and broad understanding of public and population health issues in Wales along with a genuine desire to improve the health and wellbeing of the people of Wales;
  3. ability to work with the Executive Directors and other Board members, as a unitary Board, to ensure effective Board level leadership. Where necessary you will demonstrate skills that will enable you to hold the Executives to account, with appropriate challenge and support, for performance whilst maintaining a constructive relationship;
  4. ability to contribute to the governance and legal compliance requirements of the organisation, ensuring it is open and honest in its work;
  5. ability and experience inanalysing complex information and contributing to sound evidence-based informed decision-making;
  6. ability to provide a knowledgeable, impartial and balanced perspective on a range of sensitive and complex issues;
  7. appreciation of the requirements of theWell-being and Future Generations (Wales) Act 2015 and the influence that this must have on ensuring a “Healthier Future for Wales” for the population of Wales and future generations;
  8. ability to act as an effective ambassador for the organisation and work with and influence stakeholders in a strategic manner;
  9. ability to commit the required time and energy to serve as an effective Board member.
