MAPPA is a set of arrangements, operating under the provisions of the Criminal Justice Act 2003, designed to protect the public, including previous victims of crime, from serious harm by sexual and violent offenders. London MAPPA is looking for three independent Lay Advisers to join its Strategic Management Board (SMB), which oversees MAPPA across the capital.
Lay Advisers are volunteer members of the public who can reflect the views and concerns of the community and are willing to act as a ‘critical friend’ to the Board, providing advice, expertise and constructive challenge.
As a Lay Adviser you will operate as a full member of the Strategic Management Board and you will be expected to attend quarterly Board meetings and some sub-committee meetings. From time to time, you will observe local borough MAPP meetings at locations throughout London.
The role is challenging and rewarding. It is also an excellent opportunity for an individual with enthusiasm and the necessary skills to contribute significantly to the community’s well-being.
As a Lay Adviser, you will:
- Attend each Strategic Management Board (SMB) meeting.
- Contribute to the monitoring and evaluation of the operation of MAPPA in London.
- Attend up to four Level 2 or 3 MAPP meetings a year, to assist in understanding the process, to enable the monitoring and evaluation of MAPPA and to support MAPPA staff.
- Confirm that the SMB has created effective links with other relevant multi-agency forums, e.g. the Area Safeguarding Adults Board.
- Assist in the preparation of the MAPPA annual report.
- Participate in any SMB sub-groups, working parties or projects, including Serious Case Reviews
- Participate in reviewing the SMB Business Plan and broader communication strategy.
- Participate in reviewing and questioning local MAPPA statistics.
- Attend local and regional events, including training events, with the agreement of the Responsible Authority (Police, Probation, Prison Service).
Person Specification
- Applicants must reside within the London area.
- No formal educational qualifications are necessary but must be able to understand complex information in written and numerical form.
- Interest in community and social issues, preferably with a track record of involvement in them.
- Capacity for emotional resilience, retaining sensitivity whilst dealing with tragic or painful human situations. In particular, this includes an ability to understand the needs and feelings of both victims and offenders.
- Good social skills.
- Able to work effectively with people in groups and in formal meetings.
- An awareness of and commitment to equality and diversity.
- Able to challenge, constructively, the views and assumptions of senior professionals.
- Able to maintain confidentiality appropriate to the circumstances and local protocols.
- Preferably (but not essential), have some understanding of the management of risk in a criminal justice setting or commercial world or social care or any other area of work.
