- £350 per day. The remuneration is taxable through payroll but the appointment is not pensionable. Members can claim reimbursement for reasonable travel and subsistence costs necessarily incurred on IOPC business at rates set centrally by the Home Office.

- Members will be appointed for a fixed term of three years. 18-24 days per year (24-30 days per year for the Senior Independent Director)

Vacancy Description
The Independent Office for Police Conduct (IOPC) is seeking up to six non-executive board members.
We are seeking to appoint one non-executive as the Senior Independent Director (SID). This person will, as part of their duties, provide a sounding board for the Director General (someone on whom he or she can test out ideas and seek a second view) and serve as an intermediary for the other board members where necessary.
As a non-executive board member your key responsibilities will be to:
- Work effectively with the Director General of the IOPC and other board members.
- to ensure robust governance and financial management of the organisation.
- to set and promote the strategic aims and values of the IOPC.
- Provide support, advice and constructive challenge to the Director General in the carrying out of his/her functions including to secure public confidence in the police complaints system; and
- Monitor and review organisational performance and contribute to the efficient and effective running of the IOPC.
Additional responsibilities of non-executive members will include:
- Being a member of committees of the board e.g. Audit and Risk Committee.
- Attending any other meetings as required.
- With the other non-executive members of the Office, appointing the executive members of the board.
As the Senior Independent Director, in addition to the above, your responsibilities will include:
- Providing a sounding board for the Director General.
- Meeting, as appropriate, other non-executive board members to ensure their views are understood and that the Director General is made aware of any concerns.
- Receiving reports from whistle-blowers outside of the normal line management chain.
- Leading the non-executive input in meeting legislative requirements for the Director General and the Office jointly to:
- prepare (and subsequently review) a strategy for the carrying out of the respective functions of the Director General and the Office.
- prepare a code of practice dealing with the relationship between the Director General and the Office; and
- Occasionally deputising, if required, as Chair of the board.
Person Specification
The successful candidates will need to demonstrate the following essential criteria:
- Demonstrable independence, integrity and impartiality, recognising the statutory duty for both executive and non-executive members of the Office to have particular regard to public confidence in the police complaints and discipline systems.
- Ability to question and challenge constructively and influence decision making within a board setting.
- Ability to analyse complex issues and evidence, for example, around financial management, risk, or organisational performance, and to make informed, insightful and impartial interventions to support and challenge the executive of the organisation.
- Ability to bring a strategic approach to the work of the IOPC.
- Ability to work effectively as a member of a mixed executive and non-executive board.
- A demonstrable understanding of the complexity and sensitivities in the field in which the Director General and IOPC staff operate including the importance of securing public confidence in the police complaints and discipline systems.
- We would expect those applying for the Senior Independent Director role to have particular strengths in leadership and corporate governance in addition to any other expertise offered.
In addition, among the successful candidates will be those who provide demonstrable evidence of one or more of the following:
- An interest in and understanding of complaints handling or professional misconduct matters.
- Experience of developing and implementing quality standards, particularly in an investigative or regulatory context.
- Professional expertise – for example in finance and audit, legal, commercial, human resources or organisational development.
- Experience of external stakeholder engagement, particularly with communities that have the least confidence in the police.
Personal Qualities
- Excellent communication skills, coupled with a personal and professional demeanour that generates trust and confidence in others.
- A firm commitment to the Nolan Principles of Public Life including the principles of Selflessness and Integrity – that holders of public office should act solely in the public interest and avoid placing themselves under any obligation to people or organisations that might try inappropriately to influence them in their work.
