- £24,000 per annum. The role is not pensionable. Reasonable expenses will be paid.
- Time Requirements
- The Board meets quarterly, including a two-day meeting with overnight stay. It also holds a Board and Committee day once a year. Meetings take place in London and another location in the UK once or possibly twice a year; therefore, some travel is required to attend meetings across the UK. The England Committee meets every two months including two annual away days. There may be other Committee or Funding Panel meeting commitments which will be identified on appointment and in discussion with the Chair of the Board. Board members also provide informal support and advice to the executive, drawing on their specific expertise, and on occasion represent the Fund at events or assist the Fund with networking. The specific time commitment of individual Board members will be a matter for discussion with the Chair.

Vacancy Description
The Big Lottery Fund (BLF) is looking to appoint a new Board member who will also chair its England Committee.
The BLF is the largest funder of community activity in the UK. It distributes 40% of money raised by National Lottery players for Good Causes and fund projects and activities that make communities stronger and more vibrant, and that are led by the people who live in them. In 2017/18, it awarded over £500 million, and 90% of grants were under £10,000. Of this, circa £350 million was awarded in England.
The Big Lottery Fund is established as a non-departmental public body by an Act of Parliament. The Department for Digital, Culture, Media and Sport is our sponsor department within government and sets policy directions for our funding in England and across the UK
The Board is responsible for the overall strategic direction of the Fund, as set out in its Strategic Framework, People in the Lead. It operate across all four countries of the UK, with the Board delegating oversight for funding in each country to a committee. A fifth funding committee has oversight of its UK funding. Chairs of the country portfolio committees ensure that funding strategy supports the delivery of the Fund’s Strategic Framework and each portfolio reports annually to the Board on its performance.
Person Specification
For all members of the Board, the following criteria is required:
Essential knowledge, skills and experience:
- Strategic contribution – ability and skill to contribute effectively to the development of the Big Lottery Fund’s Strategic Framework;
- Governance – demonstrable ability to work on a Board or Committee;
- Building and maintaining effective relationships with senior stakeholders and effectively representing the Big Lottery Fund;
- Personal and professional integrity;
- Clear understanding and commitment to the principles of People in the Lead;
- Sector knowledge/experience – knowledge and experience of and commitment to civil society and civil society organisations.
Desirable knowledge and experience:
- Digital experience and expertise;
- Experience and expertise in the field of communication and engagement;
- Experience of operating in a Non Departmental Public Body environment
Specific to the England Committee Chair role, the BLF is looking to appoint someone who fulfils the following specifications:
- A deep understanding of the community and charity sector across England;
- An awareness of the policy and regulatory framework within which the Big Lottery Fund operates;
- Extensive experience of operating as a non-executive, including as a chair;
- Understanding of portfolio management, funding decision making and oversight at a senior level;
- Able to act as a passionate advocate of People in the Lead and the Fund’s work amongst senior stakeholders drawn from the charity and community sectors as well as the public and private sectors
The BLF is very keen to broaden the geographic base of its Board outside London, and to increase the Board’s diversity. Similarly, it wants its England Committee to have a broad base of knowledge, skills and experience and to reflect modern society in all its diversity.
Additional Information
The appointment is for up to 4 years. Re-appointment for a second term may be made, at the discretion of the Secretary of State for the Department of Digital, Culture, Media and Sport. It is expected that the appointment will start in May 2019 when the current England Committee Chair’s term comes to an end.
