Vacancy Description
*Deadline extended to Noon, 20th March 2017*
The School Teachers’ Review Body (STRB) is an independent body which makes recommendations to the Government on the pay and conditions of school teachers in England and Wales.
The STRB assesses evidence from Government and organisations representing schools and the teacher workforce, and visits schools and local authorities to develop its understanding of issues facing teachers. In recent years, the STRB has been asked to report on a variety of matters, including establishing a stronger link between teachers’ pay and performance, and providing greater flexibilities for governing bodies to produce individual pay policies for their schools.
We are seeking to appoint two members to the School Teachers’ Review Body with:
- The ability to operate at a strategic level within a complex organisation in the private, public or voluntary sector;
- An understanding of pay, remuneration, performance management and reward issues and an appreciation of the policy, financial and operation constraints that impact on remuneration decisions; and
- An understanding of the policy context of the STRB’s work, including public sector reward issues.
- These positions will provide an influential and intellectually stimulating challenge for the right individuals, who will contribute to the recruitment, retention and motivation of an effective teacher workforce. As a member of the STRB you will bring your own expertise, alongside a high degree of analytical ability, strong communication skills and, ideally, an appreciation of public sector reward issues.
Person Specification
Role of a member of the School Teachers’ Review Body
Members of the School Teachers’ Review Body (STRB) work corporately, with guidance from the chair of the STRB, to:
- consider parties’ written evidence, views and proposals;
- take oral evidence from parties;
- assimilate information and data on pay, policy, economic, workforce and financial matters;
- weigh evidence and undertake independent analysis; and
- formulate conclusions and make recommendations to the Government.
The STRB also visits schools and local authorities to talk directly to teachers and school leaders and so develop its understanding of the issues they face.
Qualities required for the roles (essential criteria)
All candidates will be required to demonstrate in their written application and at interview how they meet the requirements of the post. The criteria that will be used to assess candidates are listed below.
Professional skills
Candidates should be able to demonstrate:
- the ability to operate at a strategic level within a complex organisation in the private, public or voluntary sector;
- an understanding of pay, remuneration, performance management and reward issues and an appreciation of the policy, financial and operational constraints that impact on remuneration decisions; and
- an understanding of the policy context to the STRB’s work, including public sector reward issues.
Personal qualities
Candidates will also be assessed on their ability to demonstrate the general qualities required by members of the STRB. These are listed below.
- Intellectual flexibility – being a sharp and clear thinker who can absorb large amounts of complex information and distinguish the major policy issues.
- Analysis and interpretation – the ability to make judgements from complex data, discern the key policy implications, and contribute to workable recommendations on complex and sensitive issues.
- Independence of thought and effective influencing and communication skills – being able to gain the respect and keep the confidence of key stakeholders including ministers, senior Government officials and the STRB’s consultees.
- High standards of corporate and personal conduct – demonstrating a sound understanding of and commitment to equal opportunities, public service values and principles of public life in order to act impartially and uphold the independence of the STRB.
Additional Information
Time commitment will vary depending on work programme, but is likely to be around 25 full days per year, plus preparation time for reading meeting papers.
Meetings are held in central London, usually on Fridays.
Visits to schools and local authorities are also undertaken.
Full attendance for STRB duties is expected.
