Vacancy Description
One of the most important duties for Government is to ensure the safety and wellbeing of our children and young people. When a child has died or been abused we must do everything we can to know why it happened and to learn the lessons from those cases.
This year the Government legislated for the creation of a new national Child Safeguarding Practice Review Panel.
The Panel will have the power to commission and supervise national reviews of child safeguarding cases which they believe could result in national learning. Improvements the Panel identify from reviews will give those who work with children the knowledge of how to improve their working practices, and how to work together more effectively.
The Panel will be independent of Government, and command a high profile across the sector and in the media.
In order to establish the most effective panel possible we welcome candidates from a wide range of backgrounds and experiences. We are seeking to recruit individuals who have worked to improve the life chances of children, as well as those who are able to draw on experience from outside the social care sector that could prove invaluable to making decisions that improve the lives of children.

Person Specification for the role of Chair
The successful applicant will need to demonstrate the ability to work with a range of different partners and stakeholders and be able to maintain the confidence of others, including local and national children’s social care, health and police sectors, Ministers, and the public.
The right candidate will be assertive and a good negotiator. They must also be able to demonstrate the ability to think strategically; exercise sound judgement on complex and sensitive issues; analyse and interpret detailed information; influence others; and have a strong commitment to public service values.
We welcome applicants from a diverse range of backgrounds and experience.
Essential Criteria
- ability to chair high level meetings and motivate members effectively;
- ability to command strong strategic leadership and vision to the Panel and guide the work of the independent secretariat, demonstrated by a significant record of achievement in senior leadership roles in a complex organisation;
- ability to work collaboratively, in partnership and across boundaries.
- being a skilled communicator with the ability to handle high-profile and sensitive issues;
- ability to think strategically and to exercise sound independent judgement on complex and sensitive issues;
- ability to analyse and interpret detailed information from a range of agencies into serious cases involving children and families;
- ability to gain leverage with others, including the children’s social care, health and police sectors, Ministers and the public through effective communication and influencing skills;
- ability to demonstrate a sound understanding of, and commitment to, public service values; and
- Understanding of the importance of listening to the voice and experiences of the child in serious safeguarding cases
Person specification for the role of panel member
To deliver in the role, it is essential that you are able to demonstrate:
- Strong interpersonal skills, including the ability to work collaboratively with others, actively and constructively contribute to discussions, negotiating between conflicting opinions and values and generating options to reach consensus;
- The ability to think logically and objectively to analyse critically, synthesise and evaluate evidence and information from diverse sources and identify key issues, making effective, impartial and balanced decisions;
- From your area of expertise, the ability to bring authority, knowledge, and breadth to a complex and multi-faceted issue of great public interest and importance;
- The confidence to deal with difficult situations sensitively, and to take and be accountable for decisions;
- An appreciation of equality and diversity and a willingness to champion difference; and
- Evidence of working successfully in a professional, community or voluntary capacity on committees or other decision-making groups, and reaching impactful and timely conclusions.
We intend that some, but not all panel members, have experience of the child safeguarding sector. These candidates should be able to demonstrate:
- Knowledge of how the child safeguarding system operates and the challenges the system faces; and/or
- Understanding of the role that one or more of the three safeguarding partners has in promoting and safeguarding children’s welfare and of working together with other partners. The safeguarding partners are local authorities, police, and health.
- Understanding of the importance of listening to the voice and experiences of the child in serious safeguarding cases.
Additional Information
The chair will be appointed before the panel members. The chair will then be part of the assessment panel for the recruitment of members, which will begin in the New Year.
