An announcement has been made on the outcome of this appointment.
On 22 October 2022 the Rt Hon Vicky Ford announced the appointments of Lady Sarah Wolffe, Prof. Chris Millward, Prof. Frances Brodsky, Prof. Richard Black, Dr Andrew Bell and Ms Anulika Ajufo as Commissioners to the Marshall Aid Commemoration Commission (MACC). The appointments will be for a period of three years, effective from November 2022 until November 2025.
Short bios of successful candidates:
Lady Sarah Wolffe – Lady Sarah was, until recently, a Senator of the College of Justice (equivalent of High Court judge) in Scotland and is now a professor. She was Standing Junior Counsel to the DTI and its successor departments and became a QC in 2008. Elevated to the bench in 2014, in 2016 she became the first woman to be appointed as a Commercial Judge in Scotland. In 2021 she took up a Chair at Strathclyde Law School and an Honorary Chair at Edinburgh University Law School.
Anulika Ajufo – Anulika worked in Private Equity at: Lehman Brothers; Goldman Sachs; The Carlyle Group and Soros Fund. She is Chair of the Board of Governors at University of East London (UEL) and Founder of the Sequoia Platform, an educational not for profit organisation focused on social mobility in the United Kingdom. Anulika joined the UEL Board of Governors in 2018 and was appointed as the first black woman to serve as Chair of a University in 2019.
Prof. Chris Millward – Chris is Professor of Practice in Education Policy at the University of Birmingham. He previously served for four years on the board and the executive of England’s Higher Education Regulator as the Director for Fair Access and Participation and for eleven years at England’s Higher Education Funding Council, including as Director of Policy.
Prof. Frances Brodsky – Frances is a former Marshall Scholar; now Professor of Cell Biology at University College London, recently serving two terms as Director of the UCL Division of Biosciences. Previously, Professor at the University of California San Francisco, where she still holds an adjunct appointment. Frances was elected Fellow of the Academy of Medical Sciences where she served on the governing council and as Interim Vice-President International. Frances serves on the Marshall Scholar selection committee for the San Francisco region, as an Alumni Observer for the MACC, and on the jury for the Blavatnik Awards in Life Sciences.
Prof. Richard Black – Richard is Pro-Vice-Chancellor and Head of the College of Social Sciences at the University of Birmingham. He is a Fellow and Trustee of the Academy of Social Sciences and has held several advisory roles, including for the UN General Assembly, World Bank, UNHCR, UN-DESA, IPCC, International Organisation for Migration, the US National Academy of Sciences and CARE Britain.
Andrew Bell – Andrew is Senior Tutor (Academic Director) of University College at the University of Oxford. Andrew has taught Medieval History in Oxford and Cambridge. He spent fourteen years at Cambridge teaching and researching Medieval History, where he developed an interest in both academic governance and widening participation.

Vacancy Description
Marshall Aid Commemoration Commission is a Foreign, Commonwealth and Development Office (FCDO) flagship scholarship programme with the United States. It enables talented postgraduate students from the US to study at Universities across the UK. Marshall is a key part of UK foreign policy, building meaningful links with future leaders and enhancing transatlantic partnerships between the two countries.
The Marshall Aid Commemoration Commission was established by an Act of Parliament in 1953 to administer the Marshall Scholarship programme as an Executive Agency of the then Foreign and Commonwealth Office, now FCDO.
The Commission comprises up to 10 Commissioners who act as a Board for the programme, setting direction, providing oversight, and adding value to the scholars’ experience in the UK, using their personal networks and experience to give scholars access to interesting and insightful opportunities. The Commission is supported by dedicated Secretariat staff at the Association of Commonwealth Universities (ACU) based in London, who administer the Marshall Scholarships.
The Commission is led by the Chair, who is also the Accounting Officer, on behalf of FCDO. Current Commissioners have a range of senior-level experience across the private sector, higher education, the US, law, finance. Two Commissioners will have completed their current terms this Spring and a further four in August 2022. Replacement appointments are now being sought.
Commissioners are responsible for:
- Overseeing the grant-in-aid provided by the FCDO, funding Marshall Scholarships for talented graduates from the United States, as well as nurturing the programme’s increasingly important funding partnerships with academic institutions and others.
- Overseeing the selection of scholars, working with regional committees in the USA, in coordination with Consuls General and the Ambassador’s advisory council in Washington.
- Ensuring scholars receive appropriate advice and assistance while in the UK.
- The effective delivery of the Marshall scholarships, with support from the ACU Secretariat.
- Ensuring Marshall makes a valuable and enduring contribution to UK-US relations.

Person Specification
| Personal qualities required Six Commissioners are being recruited whose attributes will range across the following criteria.
One commissioner will play a senior role on the Audit and Risk Committee, for whom experience at a senior level of financial management and audit would be essential. Up to two commissioners will require to have strong academic credentials to join the Education Committee.
FCDO and Marshall, wish to represent inclusion from the width and breadth of diversity of the applicants and particularly welcome applications from candidates from a wide and diverse range of professional and personal backgrounds. The role of Commissioner involves attending four Commission meetings per year, at least two annual Commission events, two Education Committee meetings or three to four Audit, and Risk Committee meetings, and ad hoc work requiring a time commitment of 10-12 days approx. per year. Additional days may be required if the successful applicant takes on additional responsibilities (such as sitting on MACC committees). Candidates should ensure they can meet these commitments before applying, though please ask for reasonable adjustments if any need to be made. |
Additional Information
The appointment will be for a period of three years, with the possibility of renewal for an additional 3-year term. It is an unpaid position, but expenses are covered. Two vacancies are to be filled in the Spring with a further 4 vacancies filled in August 2022
The appointment is unpaid. Reasonable costs of travel within the UK to attend Commission meetings and events will be reimbursed, as will reasonable travel costs within the UK or to the US within FCDO travel guidelines.
Appointment and tenure of office
Initial appointment will be for 3 years. Subject to satisfactory performance, the appointment may be renewed at the end of the first period of office for another term of three years.
