NHS Resolution – chair

Sally Cheshire CBE has been appointed as chair of NHS Resolution for 3 years from 19 September 2022.

The appointment will involve a time commitment of 2 to 3 days per week. Remuneration for the role is £63,000 per year.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

The appointment is made on merit and political activity played no part in the decision process. However, in accordance with the Code, there is a requirement for appointees’ political activity (if any declared) to be made public. Sally Cheshire has not declared any political activity.

Vacancy Description

The Secretary of State for Health and Social Care is looking to appoint a Chair of NHS Resolution.

NHS Resolution handles clinical negligence and other claims against the NHS in England. NHS Resolution has many of the characteristics of a financial institution but operates across the boundaries of the health and justice systems. Since 2017, when NHS Resolution was re-launched with a new strategy, it has been more focused on prevention, early intervention and sharing learning to improve patient care, as well as on reforming how the NHS handles litigation. It also provides expertise to the NHS to resolve other concerns and disputes.

As Chair you will provide leadership, challenge and direction to the organisation to ensure that it is focused upon delivering excellent services that provide value for money and meet the needs of member organisations and patients. You will ensure that NHS Resolution provides insight and analysis to learn from things which go wrong in the NHS and shares that learning with members and others to improve patient safety and the standard of care.

In addition, the Chair is required to:

  • ensure that NHS Resolution carries out its statutory functions
  • work in partnership with the Chief Executive to set the tone for excellent working relationships between NHS Resolution and key stakeholders
  • work with the Board to ensure accountability for expenditure and effective management of resources, and ensure delivery of the corporate strategy and supporting business plans
  • ensure high standards of governance and effectiveness of the Board.

Person Specification

Applicants must have the ability to provide strong strategic leadership, which should be demonstrated by a significant career record of achievement. Possessing excellent communication and influencing skills, you should be able to gain the respect and confidence of stakeholders, including Ministers, and collaborate effectively to lead and support change in a large, complex system. In addition, you must demonstrate the ability to interpret and act upon performance information and appropriately challenge management recommendations
