The Secretary of State for Defence has appointed a new Member of the Nuclear Research Advisory Council for a period of 3 years from July 2022 until July 2025.

Vacancy Description

The MOD is looking to appoint two new Members to the NRAC with expertise in the areas of either Nuclear Manufacturing or Explosives Manufacturing.

You will be independent of the Ministry of Defence operational activities and will be expected to apply independent intellectual rigour in support of the NRAC programme.

Members of the NRAC have a collective responsibility for the operation of the Council. The main responsibilities will be to:

  • Identify topics for review (understanding what is the aim, and why those topics are important), what the key questions are and to what part of the Nuclear Warhead User Requirements Document (URD) they affect.
  • Support development of the NRAC work programme.
  • Produce well-articulated notes from meetings containing the key points and impact statements.
  • Produce sections for reporting.
  • Agree and produce an Annual Report.
  • Comply at all times with the Code of Conduct for Board Members of Public Bodies and with the rules relating to the use of public funds and to conflicts of interest.
  • Not misuse information gained in the course of their public service for personal gain or for political profit, nor seek to use the opportunity of public service to promote their private interests or those of connected persons or organisations.
  • Comply with the Council’s rules on the acceptance of gifts and hospitality, and of business appointments.
  • Act in good faith and in the best interests of the Council.
  • Engage fully in collective consideration of the issues, taking account of the full range of relevant factors, including any guidance issued by the sponsor department or the responsible minister.
  • Ensure that the Code of Practice on Access to Government Information (including prompt responses to public requests for information) is adhered to.
  • Respond appropriately to complaints, if necessary with reference to the sponsor department.
  • Ensure that the Council does not exceed its powers or functions.

Person Specification

Candidates will need to demonstrate the following essential criteria:

  • Experience of operating as a member of a senior Board or Committee, with an understanding of corporate collegial behaviour and the ability to provide constructive challenge and independent judgement.
  • Strong analytical skills with ability to contribute to complex interdisciplinary discussions and make balanced recommendations across the range of technical areas within the Council’s remit.
  • Strong leadership and communication skills with the ability to communicate within a complex and specialist multidisciplinary team and to generate trust and confidence in a wide range of stakeholders.
  • Be a recognised authority in the area of nuclear or explosives manufacturing or a related field.
  • Detailed understanding of the principles and philosophy of manufacturing undertaken in a highly regulated, high hazard environment.
  • Direct experience in the enduring production and manufacture of bespoke, small volume, high value products.
  • Experience of the requirements of one or more of; the Office for Nuclear Regulation (ONR), Defence Nuclear Safety Regulator (DNSR), Health and Safety Executive (HSE) and/or Defence Ordnance Safety Regulator (DOSR).

We are also looking for candidates who meet the following desirable criteria:

  • An understanding of the UK’s submarine based nuclear deterrent.
  • An understanding of the MOD acquisition lifecycle (e.g. CAMID cycle Concept, Assessment, Demonstration, Manufacture, In-Service and Disposal), especially in relation to long-lifetime capability delivery.
  • An understanding of nuclear safety issues.
  • Knowledge of health and safety issues, preferably in the workplace
