In addition to meetings being held at MOD Main Building (Covid-19 restrictions permitted), the Chair will also be expected to visit Service Personnel and Defence infrastructure around the UK and overseas (approximately 10 in-person visits per Pay Round); as a result of Covid-19, some visits and focus groups may be conducted virtually.

Remuneration

An announcement has been made on the outcome of this appointment.

The Prime Minister has appointed Mr Julian Miller as the next Chair of the Armed Forces’ Pay Review Body. His appointment will commence on 17 June 2022 and run until 16 June 2025.

The appointment has been conducted in accordance with the 2016 Governance Code on Public Appointments.

Vacancy Description

The AFPRB provides independent, evidence-based advice on Armed Forces’ pay to the Prime Minister and Secretary of State for Defence on the pay and charges for members of the Naval, Military and Air Forces of the Crown. In making recommendations, it takes into account the need to recruit, retain and motivate suitable people in the context of Service life, Government policies for improving services, funding, the inflation target and the need for Armed Forces’ pay to be broadly comparable with civilians.

By virtue of being the Chair of the AFPRB, the Chair will also be a member of the Senior Salaries Review Body (SSRB) which provides independent evidence-based advice to the Prime Minister and relevant Secretaries of State on the pay of senior civil servants, the judiciary, senior officers of the armed forces, all senior managers in the NHS, Police and Crime Commissioners and chief police officers.

Person Specification

We are seeking an individual with Board level leadership experience. The successful candidate will need to be able to demonstrate the following essential criteria:

  • Expertise of providing strong leadership at a board level in a complex organisation and experience of chairing a group with diverse skills and experience to reach a well-founded consensus.
  • An understanding of pay and remuneration issues and the financial and operational constraints that impact on remuneration decisions, especially in the public sector, and the ability to assess how these might impact Service personnel.
  • Expertise in analysing and interpreting large amounts of detailed written and oral information including statistical and economic data and information on legal, policy and workforce matters and to use this to develop appropriate recommendations.
  • Excellent communication skills, including the ability to challenge and engage courteously with others in debate and logical argument and to command the respect of others quickly, particularly those of opposing views, and to facilitate agreement across a wide range of perspectives and attitudes.
  • The ability to relate to a diverse range of stakeholders, and gain their confidence, including Ministers, Review Body colleagues, senior government officials and members of the Armed Forces at all ranks and, at times, their families.
