An announcement has been made on the outcome of this appointment.
The Secretary of State for Justice has announced the re-appointment of Tim Flesher as Chair and the appointment of Raj Jethwa as member to the Prison Service Pay Review Body (PSPRB). Tim Flesher’s reappointment will be for a tenure of 3 years and will commence on 1 August 2022 until 31 July 2025. Raj Jethwa’s appointment will be for a tenure of 5 years and will commence on 13 June 2022 until 12 June 2027.
The PSPRB provides the government with independent advice on the remuneration of operational prison staff in England, Wales and Northern Ireland, as set out in The Prison Service (Pay Review Body) Regulations 2001 (SI 2001 No. 1161).
Appointments and re-appointments to the PSPRB are regulated by the Commissioner for Public Appointments. This re-appointment has been made in line with the Commissioner’s Code of Practice for Ministerial Appointments to Public Bodies.
Public appointments to the PSPRB are made by the Prime Minister.
Tim Flesher Biography Tim was appointed as Chair to the PSPRB on 1 August 2019 for a tenure of three years. Prior to this, Tim was a civil servant for 36 years, holding several roles including Private Secretary for Parliamentary Affairs to the Prime Minister and was responsible for the establishment of OFSTED. From 1994 to 1998, he was head of the Immigration Service, and went on to become the Deputy Chairman of the Inland Revenue. In 2003, Tim was the Deputy Chief of Defence Logistics, and from 2007-2010, Chief of Corporate Services for Defence Equipment and Support. Since 2010, he has been working as a consultant and a coach. Tim was a member of the Armed Forces Pay Review Body from 2014-2019 and is a Trustee of the Armed Forces Education Trust.
Raj Jethwa Biography Mr Jethwa is currently Chief Executive of Universities and Colleges Employers Association (UCEA). He is also a visiting fellow at the Faculty of Business and Law, Kingston University. Prior to this he held the positions of Director of Policy and Head of Health Policy and Economics Research/Public Health and Healthcare at the British Medical Association (BMA). Mr Jethwa was also Head of Research at the Police Federation of England and Wales between 2009-2013.

Vacancy Description
As Chair of the Review Body you will have responsibility for working corporately with members to advise the government annually on the pay of Governors, Operational Managers, Prison Officers and support grades in England and Wales and equivalent posts in Northern Ireland.
The appointed individual should be available for Review Body duties from the end of May 2019. Candidates for the PSPRB post who are the Chair or members of other Review Bodies may apply, but would need to resign their current position if they were appointed.
This role represents an influential, worthwhile and intellectually stimulating challenge. We are looking for a new Chair with senior management level experience, and a strategic/senior level understanding of unionised environments and employee relations. To help you decide if you have the qualities and skills required for this post, we have listed below the criteria that we will apply when assessing candidates.
Person Specification
- Have a recent, proven, substantial record of senior leadership and achievement in at least one complex organisation.
- Be able to chair a diverse group in discussions on complex and sensitive issues, to reach consensus around evidence-based and workable recommendations via active debate and logical argument.
- Be able to command the confidence of key stakeholders including Ministers, Review Body colleagues, Senior Government officials, unions and those within the remit group, through effective communication, interpersonal and stakeholder engagement skills, with the ability to challenge opinions where necessary.
- Be able to analyse and evaluate large amounts of detailed written and oral evidence which can include complex qualitative information and economic and statistical data.
- Have a good strategic understanding of pay, pensions, performance management and reward issues in unionised environments, and an appreciation of the policy and financial constraints on pay decisions affecting the public sector.
- Have high standards of corporate and personal conduct – able to demonstrate a sound understanding and commitment to public service values, including a strong commitment to equal opportunities.
