NHS ENGLAND AND NHS IMPROVEMENT NON-EXECUTIVE DIRECTOR APPOINTMENTS Oluwole Kolade has been appointed as a Non-Executive Director of NHS England from 25 March 2022 for 3 years. NHS England have appointed him as Deputy Chair also from this date. Sir Andrew Morris and Professor Sir Munir Pirmohamed will transfer as Non-Executive Directors from NHS Improvement to the new NHS England board from 1 July 2022 or when it is established and for the remainder of their terms. NHS England have announced that Sir Andrew will also be appointed as a Deputy Chair when he joins NHS England. Jeremy Townsend has temporarily transferred as a Non-Executive Director and Chair of the Audit and Risk Assurance Committee from NHS England to NHS Improvement from 25 March 2022 until 30 June 2022 or until the new NHS England is established. Once the new NHS England is established, he will revert back to his role as a Non-Executive Director and Chair of the Audit and Risk Assurance Committee of NHS England for the remainder of his current term. The appointments of Lord Ara Darzi as a Non-Executive Director of NHS England; and Lord Patrick Carter and Rakesh Kapoor as Non-Executive Directors of NHS Improvement have all been extended until 30 June 2022 or until the new NHS England is established. These extensions and the temporary transfer of Jeremy Townsend’s appointment are all to ensure both NHS England and NHS Improvement boards remain quorate through to the establishment of the new NHS England board. All the appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the Non-Executive Director roles will be at a rate of £7,883 per annum. Jeremy Townsend will continue to receive £13,137 per annum as Non-Executive Director and Chair of the Audit and Risk Assurance Committee. Oluwole Kolade has confirmed that he does not intend to take the remuneration. In line with the Governance Code on public appointments, the Department consulted the Commissioner for Public Appointments on the temporary transfer of Jeremy Townsend’s appointment, the extensions until July of the previous transfers of appointment of Lord Ara Darzi and Rakesh Kapoor, and the transfer of Sir Andrew Morris’ and Sir Munir Pirmohamed’s appointments. The Commissioner was content. The appointments were made on merit and political activity played no part in the decision process. However, in accordance with the Code, there is a requirement for appointees’ political activity (if any declared) to be made public. Sir Andrew Morris, Professor Sir Munir Pirmohamed, Jeremy Townsend, Rakesh Kapoor and Lord Ara Darzi have not declared any political activity. Lord Carter is a Labour Peer and Lord Darzi is an Independent. If an individual has made a donation to a political party within the last five years above the threshold for declaration, we are also required as part of the Code to declare it. Oluwole Kolade has made a donation to the Conservative Party. Lord Carter has made a donation to the Labour Party.
