An announcement has been made on the outcome of this appointment.
The Prime Minister has appointed Zoë Billingham as the new Chair of the Police Remuneration Review Body (PRRB) and the National Crime Agency Remuneration Review Body (NCARRB).
The appointment follows a robust open competition, conducted in line with the Governance Code on Public Appointments. Zoë will take up her appointment on 13 January, on a term of 3 years.
Zoë has spent many years working in policing. She served as Her Majesty’s Inspector of Constabulary and Fire & Rescue Services for 12 years, during which time she shone a light on all aspects of policing and created the new fire inspectorate. She led the inspectorate’s national work on value for money, mental health and violence against women and girls.
Zoë is also Chair of Norfolk and Suffolk NHS Foundation Trust, a Non-Executive Director of the Security Industry Authority and a Trustee of SafeLives, a national domestic abuse charity.
The PRRB makes independent recommendations concerning the pay, allowances and conditions of police officers to the Home Secretary and the Northern Ireland Minister of Justice.
The NCARRB makes independent recommendations to the government on the pay and allowances of NCA officers designated with operational powers.

Vacancy Description
Do you want to play a leading role in chairing a Body who is responsible for advising the government on a range of issues relating to police pay and conditions, impacting police officers in England and Wales?
Time commitment: Full attendance for Review Body duties is expected. The combination of meetings and visits will be around 25 days per annum for the Chair. Meetings are currently being held remotely due to the current Covid-19 restrictions. It is likely some meetings will continue to be held remotely when the restrictions are lifted.
Remuneration: £350 per day, along with reimbursement for reasonable travel and subsistence costs.
The Police and National Crime Agency Remuneration Review Bodies were established in 2014, and provide independent advice to the government on police pay and conditions and pay of National Crime Agency (NCA) officers with operational powers.
Police officers are subject to restrictions on their industrial rights, including a prohibition on their right to strike; the same is also true of NCA officers designated with operational powers. Therefore, it is essential that the Review Body can inspire the confidence of officers from both workforces.
We are seeking a new Chair to lead the Board forward in a time of considerable change for policing. The role will provide an influential and intellectually stimulating challenge for the right individual contributing to recruiting, retaining and motivating an effective NCA and police workforce. As PNCARRB Chair you will bring your own expertise to the Review Bodies, alongside a high degree of analytical ability, strong communication skills, and an understanding of the issues facing complex organisations.
The Chair will show leadership skills, a good understanding of policing stakeholders, and the political awareness necessary to guide a diverse Board effectively. It is essential you have senior chairing experience as the Chair will strive to make decision by reaching consensus, taking into account different views, while maintaining respect and consensus. The Chair position is a rare opportunity to lead a body whose work impacts on all police officers in England and Wales.
Person Specification
It is important in your supporting statement that you provide evidence and proven examples against each of the selection criteria in Part One only of the person specification, in so far as you are able. These responses will be further developed and explored with you if invited for interview, together with the other criteria listed in Part Two.
Part One – Professional Skills
- Senior level chairing experience and the ability to create consensus through active debate, mutual respect, listening and logical argument amongst a diverse group; and
- Ability to represent and lead a body and to command the confidence of key stakeholders, including Ministers, Review Body Members, senior Government officials, employers, police staff associations and those within the remit groups.
- Recent, proven, and substantial record of senior leadership and achievement in complex organisations.
- The ability to operate at a strategic level within a complex organisation.
- An appreciation of the policy, financial and operational constraints that have an impact on remuneration decisions.
- A broad understanding of pay, remuneration, performance management, retention and reward issues.

As well any relevant specific experience you will also be assessed on what general qualities skills you bring to the role. These are listed below:

- High standards of corporate and personal conduct – demonstrate a sound understanding of and strong commitment to promoting diversity and inclusion, public service values and principles of public life, enabling you to act impartially and uphold the independence of the Review Bodies;
- Intellectual flexibility – be a sharp and clear thinker who can absorb complex information, whilst maintaining a focus on national policy interests.

The successful candidate will be required to have or be willing to obtain security clearance to Counter Terrorism Check (CTC) level.
