Vacancy Description

Formed in 2009, and a BEIS Non-departmental Public Body (NDPB) since 2012, the RPC’s role is to provide Government with external, independent scrutiny of proposed new regulatory and deregulatory measures. It assesses the quality of evidence and analysis used by departments to inform their regulatory proposals, and by doing so, helps ensure that the Government produces better regulatory outcomes for businesses, civil society, charities and other non-government organisations.

The RPC is accountable to Parliament through the BEIS Permanent Secretary and to the BEIS Secretary of State and through the Department’s Principal Accounting Officer in respect of its use of public funds.

Role specification

To lead a committee of independent members, who provide robust and objective advice to government, parliament, and the wider public regarding the quality of evidence and analysis supporting decisions on proposed changes to legislation that impact or regulate businesses.

Your role as a chair of the RPC is to:

  • Lead and improve the capability of the RPC and its Secretariat in scrutinising and assessing the quality of evidence used to support decisions on regulatory proposals.
  • Lead the Committee, which works closely with its Secretariat, in providing expert, independent advice to Ministers on the quality of analysis and evidence that underpins specific policy proposals and on post-implementation reviews – in accordance with guidance provided by the responsible minister or sponsor department.
  • Lead the Committee and its Secretariat on its work to become a centre of excellence for regulatory impact assessments.
  • Lead the Committee’s engagement with stakeholders – businesses and representatives of business groups and wider civil society – to understand the impact of regulations and internationally identify and share best practice.
  • Engage with parliament, ministers and senior leaders across Whitehall on the role of the RPC in the wider agenda of better regulation, including how this may be modified in order to support the Government’s policy objectives, for example assessing the impact of regulatory proposals on net zero targets, or the potential impacts of proposed trade agreements.

Person Specification

Essential criteria

  • Extensive experience of stakeholder engagement and proven ability to interact with and tailor approach to varied stakeholders; successful candidate must develop credible working relationships with ministers, senior officials and a wide range of external stakeholders and be an effective advocate for the RPC.
  • Experienced leader with proven ability to quickly earn the trust and confidence of multiple groups simultaneously; successful candidate must work closely both with other members of the Committee and with the Secretariat.
  • Ability to develop strategy and provide strategic direction; successful candidate must ensure the RPC fulfils its mission and help further improve the quality of evidence analysis used in policy making.
  • Strong understanding of economic and other analysis used in the decision making and evaluation necessary to create policy; successful candidate must, develop an overarching evidence base to facilitate informed engagement
  • Strong influencing and communication skills, including the ability to effectively chair meetings as well as encourage debate and challenge, and resolve conflict in a constructive manner.
  • Broad experience of the regulatory framework and the impact of regulation on business and/or voluntary organisations gained from at least one of the following areas:
    • a private sector organisation.
    • a public sector organisation, with involvement in regulatory services;
    • an academic institution or think tank with a focus on regulation; and/or
    • a voluntary organisation.
