An announcement has been made on the outcome of this appointment.

Julia Mulligan is an experienced senior leader in the policing and fire sectors. For nearly nine years, she has been the Police, Fire and Crime Commissioner (PFCC) for North Yorkshire, during a period of substantial change and challenge. She will stand down from her role as PFCC on 7 May.

Julia has held a number of national roles, including six years as a Director of the Association of Police and Crime Commissioners (APCC), the national body for Police and Crime Commissioners. Her national portfolios included Transparency and Integrity, and joint lead for Victims and Violence Against Women and Girls, as well as co-chairing the APCC’s Race Disparity Working Group.

In May 2020, Julia was appointed as a Non-Executive Director of the Gangmasters and Labour Abuse Authority, which works to protect vulnerable and exploited workers. She is also a member of Dame Sara Thornton’s Advisory Panel which provides support and advice to the Independent Anti-Slavery Commissioner, and a member of the national Fire Standards Board. Julia has a keen interest in supporting victims and vulnerable people, which is reflected in her role as Chair of Independent Domestic Abuse Services (IDAS), one of the largest specialist domestic abuse charities in the North of England.

Julia Mulligan said:

I’d like to thank the Home Secretary for placing her confidence in me. Having served nearly nine years as a Police and Crime Commissioner, taking on the role of independent Chair represents a change in direction, but one in which I can continue to use my skills and experience to support policing.

The PABEW considers important matters, and I’d like to extend my thanks to out-going Chair, Elizabeth France for her excellent work, as well as to the secretariat for their expertise and support. Looking ahead, we have a lot of work to do, which will need very careful consideration as the impact will be lasting. Getting things right for both the police workforce and public is important, as it will help put policing in the best possible position to continue its critical work of cutting crime and protecting the public.

The role of the PABEW is to advise the Home Secretary about matters such as recruitment, diversity and collaboration between forces affecting the police in England and Wales. The PABEW was established as a non-departmental public body under section 46 of the Police Act 1964, now section 63 of the Police Act 1996. The Chair of the Board oversees several statutory functions including:

advising the Home Secretary on general questions affecting the police in England and Wales considering draft regulations on matters other than hours of duty, leave, pay and allowance such as the issue, use and return of police clothing, personal equipment and accoutrements considering draft regulations related to pensions under section 1 of the Police Pensions Act 1976 establishing the Scheme Advisory Board (SAB) for the Police Pension Schemes, in accordance with s7 of the Public Service Pensions Act 2013 It may also consider any matter relating to conditions of service and any other matter affecting the police which has been referred to it by the Secretary of State.

Julia has been appointed for 3 years from 16 April 2021.

Do you want to play a leading role in chairing a body whose work significantly impacts on all police officers in England and Wales?

The PABEW was established as a non-departmental public body under section 46 of the Police Act 1964, now section 63 of the Police Act 1996.  Under the remit of the Board, sits the Police Pensions Scheme Advisory Board and the Discipline Sub-Committee.  In addition to this, the Chair has responsibility of chairing the Police Consultative Forum (PCF), a voluntary forum for employer and staff representative bodies that sits outside the statutory functions of the PABEW.

We are seeking a new Chair to lead the organisation forward in a time of considerable change for policing. The Government has committed to considerable investment in the police workforce over the coming three years as part of the Police Uplift Programme which will increase officer numbers by 20,000, the biggest police recruitment drive in decades.

As PABEW Chair, there is the opportunity to be involved in this exciting and crucial area, steering the Board to engage with police leaders and staff association representatives to resolve a variety of vital policing matters. You will be chairing to respond to general questions from the Home Secretary about changes to police working practices and have the opportunity to shape important police pension scheme changes through the Scheme Advisory Board.

The Home Secretary is seeking to appoint a Chair who possesses leadership skills, good understanding of the role of representative bodies, and political awareness necessary to effectively guide a diverse Board. It is essential you have a broad knowledge and understanding of general workforce policy and remuneration issues, and the ability to communicate, influence and engage effectively. The Chair will strive to make decision by reaching consensus, taking into account conflicting views, while remaining independent. The Chair position is a rare opportunity to lead a body whose work impacts on all police officers in England and Wales.

Person Specification

It is important in your supporting statement that you provide evidence and proven examples against each of the selection criteria in Part One only of the person specification, in so far as you are able. These responses will be explored further with you if invited for interview, together with the other criteria listed in Part Two.

Part One – Essential skills and experience

  • A broad understanding of general workforce policy and remuneration issues affecting the police officer workforce.
  • Ability to lead and manage a board and to set clear strategic direction for a workforce, in order to support the relevant members of the board to deliver at pace on priority issues.
  • Experience chairing or leading a board or working group composed of representatives of diverse interested parties.
  • Ability to influence and persuade members to contribute and take forward work in areas where consensus has been reached, using their own resources.
  • Experience of successfully managing workforce relationships covering employer and staff interests.
  • Experience working with central and / or local government, and of engaging with a broad range of stakeholders.
  • A proven track record of ensuring effective governance for high profile organisations, and management of organisations.

Desirable

  • Experience of regulation.

Part Two – Personal abilities and behaviours

  • Strong communication and interpersonal skills – the ability to gain respect and keep the confidence of key stakeholders, including Ministers and senior Government officials.
  • Analysis and interpretation – the ability to analyse and interpret complex qualitative information and statistical data, and to develop evidence based, workable recommendations on complex and sensitive issues.
  • The Chair must maintain the independence to command the continued confidence of members of the Board representing employers, officers and the range of stakeholders in policing.
  • High standards of corporate and personal conduct – demonstrate a sound understanding of and strong commitment to diversity and inclusion, public service values and the principles of public life.
  • Intellectual flexibility – be a sharp and clear thinker who can absorb complex information and distinguish major policy issues.

The successful candidate will be required to have or be willing to obtain security clearance to SC level and police vetting
