Vacancy Description

Independent Member of SACMILL

Independent members of the Scientific Advisory Committee on the medical implications of less-lethal weapons (SACMILL) are responsible for providing independent advice to UK government departments and organisations on the biophysical, biomechanical, pathological and clinical aspects of less-lethal weapon systems.

The Committee is responsible for issuing independent statements on the medical implications of the use of specific less-lethal weapon systems, when used in accordance with published operational guidance provided to users.

The Committee is also responsible for providing advice on the risk of injury from specific less-lethal weapon systems striking specific areas of the body, in a format that will assist both those responsible for developing policy and for operational users to help make tactical decisions.

SACMILL advice is used to inform decisions relating to the balance of risk of harm to the public against the need for an effective operational capability.

Successful candidates must abide by the Seven Principles of Public Life (Annex A) and the Code of Conduct for Board Members[1].

Person Specification

Candidates must demonstrate all of the following essential criteria.

  • A firm understanding of the medical effects of less-lethal systems or, as a minimum, be prepared to acquire significant knowledge in this area.
  • Experience at a senior level in one of the following disciplines relevant to the human effects of less-lethal weapons.
  • Respiratory medicine
  • Toxicology
  • Emergency Medicine
  • Paediatrics
  • Traumatology
  • Anaesthesiology
  • Clinical Neurophysiology
  • Psychiatry
  • Cardiology
  • Forensic pathology
  • Forensic medicine
  • Ethics
  • Exceptional analytical and communication skills.
  • An ability to command the confidence of Ministers, stakeholders and the public.

Additional Information

Appointment term

The appointment will be for a period of three years. There may be a possibility of re-appointment, subject to a satisfactory annual appraisal of performance assessed by the MOD Sponsor of SACMILL and at Ministerial discretion.  Likely start date 1 March 2021.

Location

Meetings are usually held at the Ministry of Defence Headquarters, Westminster, London. Occasional travel to other locations may be required.
