Independent Chair of SACMILL
The independent Chair of SACMILL is responsible for providing independent advice to UK government departments and organisations on the biophysical, biomechanical, pathological and clinical aspects of less-lethal weapon systems.
The Committee is responsible for issuing independent statements on the medical implications of the use of specific less-lethal weapon systems, when used in accordance with published operational guidance provided to users.
The Committee is also responsible for providing advice on the risk of injury from specific less-lethal weapon systems striking specific areas of the body, in a format that will assist both those responsible for developing policy and for operational users to help make tactical decisions.
The Chair has responsibility for providing effective leadership of SACMILL. The main responsibilities are to:
- Set the strategic direction of SACMILL.
- Oversee the operation and output of SACMILL (in collaboration with the SACMILL Secretariat)
- Conduct appraisals of SACMILL members.
- Ensure that every member of SACMILL has the opportunity to be heard and that no view is overlooked or ignored.
- Ensure that SACMILL meets at appropriate intervals.
- Ensure that any diversity of opinion among SACMILL members is fully explored and discussed in order to arrive at a consensus.
- Ensure that SACMILL, where appropriate, operates under a presumption of openness.
- Report SACMILL’s advice to Government.
Person Specification
Essential criteria
Candidates must demonstrate all of the following essential criteria.
- A firm understanding of the medical effects of less-lethal systems or, as a minimum, be prepared to acquire significant knowledge in this area.
- Experience at a senior level in one of the following disciplines relevant to the human effects of less-lethal weapons.
- Respiratory medicine
- Toxicology
- Emergency Medicine
- Paediatrics
- Traumatology
- Anaesthesiology
- Clinical Neurophysiology
- Psychiatry
- Cardiology
- Forensic Pathology
- Forensic Medicine
- Exceptional analytical and communication skills.
- An ability to command the confidence of Ministers, stakeholders and the public.
Desirable criteria
The following criteria are also desirable:
- A track record of chairing high-level committees and of building consensus.
The successful candidate must abide by the Seven Principles of Public Life (Annex A) and the Code of Conduct for Board Members.

The Role of SACMILL.SACMILL is a MOD-sponsored Non-Departmental Public Body that provides independent advice across Government on the medical implications of the use of less-lethal weapons, such as water cannon and Taser.
The Committee is responsible for issuing independent statements on the medical implications of the use of specific less-lethal weapon systems, when used in accordance with published operational guidance provided to users.
The Committee is also responsible for providing advice on the risk of injury from specific less-lethal weapon systems striking specific areas of the body, in a format that will assist both those responsible for developing policy and for operational users to help make tactical decisions.
SACMILL’s membership consists of an independent Chair and independent members to support their activities. The Committee are mainly medical and academic experts from the public and private sectors, providing an appropriate balance of independent lay and medical expertise on the Committee. There are also 3 ex-officio members from within government to provide expert advice and guidance.
