May 2020 4 individuals were appointed by SofS for Defence on 9th April 2020 for a period of 5 years The appointment will commence on 1st May 2020 and expire on 30th April 2025.The names of the Defence Nuclear Safety Committee are not released to the public domain for security reasons.

Vacancy Description

Role of Members

Members of the DNSC have a collective responsibility for the operation of the Committee. They must:

  • engage fully in collective consideration of the issues, taking account of the full range of relevant factors, including any guidance issued by the sponsor department or the responsible minister;
  • ensure that the Code of Practice on Access to Government Information (including prompt responses to public requests for information) is adhered to;
  • produce an Annual Report;
  • respond appropriately to complaints, if necessary with reference to the sponsor department; and
  • ensure that the Committee does not exceed its powers or functions.

Communications between the Committee and Secretary of State (SofS) will be through the Chair, except where the Committee has agreed that an individual member should act on its behalf. Nevertheless, any Committee member has the right of access to SofS on any matter which he or she believes raises important issues relating to his or her duties as a Committee member. In such cases the agreement of the rest of the Committee should normally be sought.

The Committee are assisted by MOD officials, including DNO. The Secretariat will be provided by Director Warhead.

The Ministry of Defence is looking to appoint three new members to the DNSC with expertise in:

  • Ergonomics and Human Factors
  • Radioactive Waste Management and Environmental Protection
  • High Hazard Industry

Person Specification

Successful candidates will need to work as part of a team of specialists to identify the important issues which could affect the safety management of the DNP, distilling information from a wide range of briefs, presentations and other information sources. Specific criteria for each role is set out below

Member – Ergonomics and Human Factors

Essential Criteria:

  • Experience in one or more high hazard sectors
  • Extensive experience of safety culture and human behaviors in difficult environments
  • Knowledge of Human factors in a high-hazard or nuclear environment
  • A good knowledge of skills development and resilience planning

Desirable Criteria:

  • Extensive experience on risk management and performance indicators
  • Fellow of an appropriate professional institute

Member – Radioactive Waste Management and Environmental Protection

Essential Criteria:

  • Hold or held senior position in industry or regulator of a high hazard sector
  • Good knowledge of Environmental/Site protection
  • Fellow of an appropriate professional institute
  • Experience in Radioactive Waste Management

Desirable Criteria

  • Experience in writing, reviewing or application of safety cases
  • Senior management experience of major projects relating to nuclear facility decommissioning or radioactive waste management

Member – High Hazard Industry

Essential Criteria:

  • Holds or held senior operations, safety or engineering roles.
  • Fellow of an appropriate professional institute.
  • Experience of design, operation and process safety relating to high hazard facilities.
  • Experience of application of engineering standards to design, construction or operation of nuclear or other major hazard facilities.

Desirable Criteria:

  • Extensive experience of risk management and evaluation of safety performance including writing, reviewing or application of safety cases.
  • Senior manager experience of major projects or facility operation and maintenance
