Vacancy Description

The Department for Education is responsible for children’s services and education in England. We work to provide children’s services and education that ensure opportunity is equal for all, no matter what their background or family circumstances.

We are setting up the Residential Care Leadership Board (RCLB) to drive significant improvements in the residential care system in England, as recommended in Sir Martin Narey’s independent review of residential care. The board will have an initial focus on Sir Martin Narey’s recommendations for commissioning and Staying Close pilots, with scope to extend this remit by agreement with the Department.

We are seeking to recruit an independent Chair, for an initial period of two years, to provide strong leadership to the RCLB.

We expect the Chair of the board to:

bring together a wide range of representatives from across the residential care sector to drive improvements in children’s residential care in England;

shape and guide a work programme to achieve the RCLB’s strategic agenda.

provide policy advice to DfE on practice and operational considerations, drawing on input form Board members; and

report to the Secretary of State for Education on the Board’s progress and advise on any changes needed to its focus.

Person Specification

The DfE is looking for applications from individuals with knowledge of the residential care system in England who can demonstrate:

a track record of influencing and gaining commitment from a wide range of stakeholders with the credibility and standing to command respect and exert influence;

strategic leadership skills and evidence of delivering performance improvement; and

strong chairing skills and a proven ability to bring together a range of perspectives.

Individuals with a background in business and commercial skills are also encouraged to apply.

Additional Information

This is a Ministerial Appointment. The appointment will be for an initial period of two years, with a break clause after one year. The Chair will work closely with senior officials responsible for children’s social care, and with leaders in other parts of the sector to ensure that temporary and permanent placements meet the needs of the children.
