Vacancy Description
For more than 150 years HM Land Registry (HMLR) has played a key role in the UK’s economic stability and growth. A secure registration system has the benefit of trust, which enables confident investment decisions for all. We provide essential guarantees for our citizens’ greatest assets, the cornerstone of a vibrant lending market that provides opportunities in all regions of this country. Our register, a piece of Critical National Infrastructure, contains more than 26 million titles, providing ownership guarantees for 87% of land in England and Wales, and has somewhere in the region of £8 trillion of lending secured against it. The increased investment in property derived from a trusted system of guaranteed ownership has a wider impact within the UK. In the 2019-20 financial year alone, £240 billion worth of property transactions took place in the UK, contributing £11.6 billion to the national account in the form of Stamp Duty Land Tax receipts.
We are now looking to appoint an outstanding individual as our new Non-Executive Chair to lead our highly accomplished Board and support our Executive. Collectively you will steer the organisation through an ambitious change programme, transforming HM Land Registry into a truly digital organisation that puts excellent customer service front and centre.
We seek an individual who can demonstrate highly developed strategic abilities and an outstanding track record of senior leadership at Board level developed in organisations of significant scale and complexity. There is also a need for proven experience of leading major digital or operational change programmes in large, complex organisations along with a demonstrable ability to understand the impact of change from a customer perspective. The new Chair will bring insight, experience and the political skills to build positive and constructive relationships with a diverse range of internal and external stakeholders. Your approach will naturally harness and align the many talents of your Board Members to maximise their contribution to HMLR. You also understand the importance of not only challenging the executive but in providing support and development to them. This is a rare opportunity to make an impactful contribution at the national level and help move a vital organisation forward.

Person Specification
As Chair, you will be the lead Non-Executive Director on the Board, accountable to the BEIS Secretary of State for the performance of the HM Land Registry Board and ensuring its effectiveness in all aspects of its role (listed below).
You are expected to contribute to the success of HMLR by supporting and providing constructive challenge to the CEO and the executive team, holding them to account for performance, guide strategic debate in the boardroom and monitor performance against the agreed business plan.
Furthermore, as HMLR is entering this exciting period of transformation, your governance experience and leadership skills will be essential to maximise the impacts of the knowledge and diverse skillset of your non-executive colleagues.
Essential Criteria
— An outstanding record of board leadership and the ability to motivate and bring together board members with a wide and diverse skillset.
— A proven track record of driving leading and supporting the delivery of significant digital and operational transformation to deliver improved productivity and better customer experience, in a large complex data-driven organisation.
— A strong appreciation of the impact an organisation’s culture, diversity and inclusion has in successfully bringing about change.
— Excellent inter-personal skills, including the ability to build effective team relationships with board members, constructively challenge executives, and experience of managing complex senior stakeholder relationships.
— Strong strategic mindset with a proven ability to understand customer perspectives and communicate clearly and effectively to command the confidence of a range of audiences.
Desirable criteria
— A good understanding of corporate governance best practice in the private and public sectors.
— An understanding and practical experience of how data can be used to support innovation.
— An understanding of the public sector context, the environment in which government. organisations operate, and an understanding of, and commitment to, the principle of Ministerial accountability and the values of public service.
