Vacancy Description
The LCCC delivers key elements of the Contracts for Difference (CFDs) scheme, established to incentivise investment in low carbon electricity generation. In all its operations as the counterparty to CFDs, the LCCC is led by its principle of maintaining investor confidence in the scheme and to minimise costs to consumers.
The role of the ESC is to maintain a healthy surplus of electricity capacity. It oversees settlement of the Capacity Market to ensure that regular payments are made to capacity providers who have agreed to provide capacity at times of system stress. In carrying out its activities ESC seeks to maintain participants confidence in the Capacity Market whilst minimising costs to consumers.
LCCC and ESC are private limited companies wholly-owned by the Secretary of State for Business, Energy and Industrial Strategy. The companies have day-to-day operational independence, subject to certain limited exceptions which require shareholder consent. The Boards of LCCC and ESC comprise the same members so we are seeking to appoint an individual to be Chair of both companies.
The Secretary of State wishes to recruit a new Chair for the organisation. We wish to attract high calibre applicants from diverse backgrounds who have the ability to provide strong leadership and direction to the Board.
The Chair has the following leadership responsibilities:
- Ensuring that the companies are highly effective and credible organisations within the energy sector;
- Leading the Board, planning and conducting its meetings so that it focuses on priority tasks and ensures robust planning and capacity to meet immediate and future requirements;
- Ensuring that the LCCC and ESC have a clearly defined and widely acceptable strategy, that relevant proposals made by the Executive are effectively scrutinised and that the companies continue to deliver an excellent service and develop into a trusted advisor to BEIS. Ensuring that business plans and budgets submitted by the Executive are reviewed and challenged effectively and approved by the Board;
- Leading the Board in holding the Executive accountable for successful delivery of the business plan and budgets;
- Promoting high standards of management and corporate governance within the companies and ensuring probity in accounting and reporting, including to Government;
- With the Chief Executive, ensuring that the companies comply with all statutory duties and that they work within the Framework Document agreed with BEIS;
- Representing the companies externally, fostering appropriate relations with Government and senior stakeholders;
- Where appropriate, take a personal role in resolving difficult issues, notably on disputes, difficulties or legal issues relating to CFDs;
- Chairing the Nominations Committee to ensure that the Board has the right skills, experience, diversity and turnover to fulfil its remit; and
- Overseeing the induction and development of new directors and engaging the Board in assessing and improving its performance.
Person Specification
Your application should demonstrate:
- Experience of working within the private sector;
- Ability to lead a high-profile Board;
- Experience of major infrastructure projects, noting that LCCC manages a CFD for Hinkley Point C nuclear power station, one of the largest infrastructure construction projects in Europe;
- Ability to work at the interface of the public and private sectors;
- Ability to quickly understand the economic and commercial issues that shape the electricity market; and
- Excellent communication and interpersonal skills, including the ability to engage stakeholders proactively.
Desirable expertise, experience of one or more of the following:
- Working within the energy sector;
- Agreement and efficient management of high value complex contracts;
- Experience of settlement or other major IT systems; and
- Working with outsourced back office service providers.
