Vacancy Description

The Chair, working with and supporting the Chief Executive as Accounting Officer, will lead an effective Board that operates with due propriety to ensure the organisation meets the requirements it sets in its strategic and business plans.

Key responsibilities – the Chair will:

  • Lead the Board, setting the overall direction in line with the CCRC’s statutory remit, vision and core purpose, to act independently in the investigation and resolution of miscarriages of justice, and the responsible Minister’s wider strategic priorities.
  • Keep the responsible minister informed of any changes or risks that are likely to impact on the CCRC’s strategic direction or the attainability of its targets.
  • Support the Chief Executive to deliver the strategic and business plans of the organisation within the policy and resources framework determined by the Secretary of State.
  • Work with and support the Chief Executive as Accounting Officer in her role including promoting the efficient and effective use of commissioners, staff and other resources in the context of financial restraints that require the delivery of more for less, and drive performance and improvement.
  • Demonstrate high standards of corporate governance and compliance with Managing Public Money at all times, including by using the audit committee to help the board identify and address risk. Work with the Chief Executive to provide strong leadership and adherence to good governance principles, including compliance with the Corporate Governance in Central Government Departments: Code of Good Practice.
  • Inspire confidence in the role of the CCRC. Be a visible, effective advocate and ambassador for the CCRC, raising its external profile, including in the media. Forge strong relations with Whitehall, Parliament, the judiciary and wider stakeholders.
  • Provide visible organisational leadership for Commissioner and staff, ensuring that the Board operates effectively, efficiently and with due propriety.
  • Conduct annual performance appraisals of Commissioners, Non-Executive Directors and the Chief Executive, ensuring arrangements are robust and that all understand their duties, rights and responsibilities. Ensure Commissioners have appropriate training, comply with internal policies and that they adhere to the CCRC Code of Conduct for Commission Board Members and Employees (www.justice.gov.uk/publications/corporate-reports/criminal-cases-review-commission).

Eligibility

  • It is essential that the Chair is, and is seen to be independent. You cannot be involved in any work or activity which might call that into question
  • Candidates may not be appointable if you have been convicted of a criminal offence;
  • You should not have had a bankruptcy order made against you, had your estate sequestrated or have made composition or arrangements with, or granted a trust deed for, your creditors;
  • There must be no employment restrictions, or time limit on your permitted stay in the UK. You should normally have been resident in the United Kingdom for at least three years prior to your application

Essential criteria

Candidates will be able to demonstrate the following in a private, public or third sector setting:

  • An ability to successfully chair a board in a non-executive capacity, demonstrating effective working with the executive and a strong understanding of effective corporate governance;
  • Outstanding leadership and interpersonal skills, with an ability to command respect;
  • Strong advocacy skills, and a personal style that demonstrates authority, commitment and consistency, and which inspires trust and confidence;
  • Ability to communicate very effectively with a range of people and to deal credibly with stakeholders and the media; and
  • Evidence of valuing and promoting diversity.

Desirable criteria

  • Experience of, or interest in, the criminal justice system.

Additional Information

June 2018, initially as a Commissioner and Chair Designate until taking up the role of Chair from November 2018

Term of Appointment is 3 years

It will be important that a Member’s other commitments do not cast any doubt on their ability to act independently and impartially in discharging the role; any potential conflict of interest or anything which might cause embarrassment should you be appointed must be declared.

Public appointees are required to uphold the Board/Committee on Standards in Public Life’s Seven Principles of Public Life (see Appendix 1).
