Vacancy Description
The Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014 is designed to give the public more confidence in the way third parties interact with the political system. Part one of the Act establishes a statutory register of consultant lobbyists on which those who lobby on behalf of a third party are required to disclose the names of their clients and to declare whether or not they subscribe to a relevant code of conduct. The Government’s intention behind the introduction of the Register was to enhance the transparency of those seeking to lobby ministers and permanent secretaries on behalf of a third party.
The Office of the Registrar of Consultant Lobbyists, set up in 2015, is an independent, statutory office with responsibility for keeping and publishing that register. The Registrar has a duty to monitor compliance with the requirement to register and a power to undertake enforcement action in instances of non-compliance. This role will involve:
- managing the UK register of consultant lobbyists;
- reviewing and updating, where necessary, guidance to industry on their duties under the Act;
- engaging, monitoring and enforcing the industry’s compliance with the Act’s legal requirements;
- publishing an annual business plan, including engaging with ministers to secure budgets for the operation of the office; and
- publishing an annual statement of accounts.
This is a high profile and sensitive role and the successful candidate will need to be able to command the respect of the public, Parliament, the industry and other stakeholders.
Person Specification
The successful candidate will need to demonstrate the following competencies. You will have:
- an ability to engage with and understand the workings and regulation of the private sector and industry;
- an understanding of, and commitment to, the need to maintain the highest standards of public life in line with the seven principles of public life;
- an ability to effectively lead and manage a team comprising individuals with varying levels of experience in a style that demonstrates and inspires trust and confidence;
- an ability to gain respect and establish credibility within the consultant lobbying industry, Government, Parliament and the public;
- excellent communication skills and experience in building and maintaining long lasting relationships with both internal and external stakeholders; and
- an ability to represent the office under media scrutiny and defend it in a credible manner when required.
The core responsibility of the Registrar is to ensure that they are compliant with the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Act 2014.
Additional Information
The preferred candidate will be expected to undertake a pre-appointment hearing with the Public Administration and Constitutional Affairs Select Committee.
