Vacancy Description
The Office of Rail and Road (ORR), as an independent regulator, protects the interests of rail and road customers now and into the future. The Secretary of State for Transport wishes to appoint a new Chair for the ORR to succeed Stephen Glaister, with a view to the successful candidate supporting the ORR to continue to be a strong and effective champion for customers.
The ORR is the combined economic and safety regulator for railways in the UK. It has a wide ranging and complex remit which includes monitoring the performance of Network Rail and Highways England; regulatory oversight of HS1 and the Channel Tunnel; ensuring that the rail industry provides a service that is safe for passengers and staff; overseeing a range of consumer protection obligations which sit in railway companies’ licences and in general consumer law; and acting as the competition authority for the railways. ORR’s current focus is on reviewing Network Rail’s outputs and funding, with implementation of an agreed five-year settlement from April 2019. ORR is also strengthening its engagement with the rail industry to ensure that its customers’ interests are put front and centre of both day-to-day activity and strategic decision-making for the future. It is therefore an important champion of rail customers and road users.
The organisation has around 300 staff, and five regional offices as well as its head office in London. The Board has four executive and seven non-executive members, including the Chair.
The Chair’s role is to lead the board in giving strategic direction, overseeing the executive’s delivery of that direction, and to represent the organisation to senior stakeholders. The role is expected to take around two days a week.
Person Specification
- Ideally, would be someone with commercial experience with an understanding of complex organisations;
- Ability to chair the board of a complex national body with a wide range of responsibilities effectively, with a strong ability to understand the customer perspective and put it at the heart of Board discussions;
- Ability to influence and represent the work of the ORR by building effective relationships with senior stakeholders across the road and rail sectors including politicians, senior officials, consumer and industry representatives and other regulators;
- Ability to be objective and commitment to evidence based decision making and transparency, demonstrating an understanding of the impact of decisions across the public and private sectors and on customers;
- Well-developed strategic understanding and tactical sense;
- Previous experience of working as a non-executive is essential and of chairing as a non-executive is desirable.
