Vacancy Description
The Committee on Fuel Poverty (CFP) is an advisory Non-Departmental Public Body (NDPB) sponsored by the Department for Business, Energy & Industrial Strategy (BEIS). Its role is to advise on policies designed to tackle fuel poverty. It was originally established in 2001 as the Fuel Poverty Advisory Group (FPAG), to advise on the effectiveness of policies aimed at reducing fuel poverty, and to encourage greater co-ordination across the organisations working to address this problem in England.
The CFP’s remit is to:
- Monitor and report on progress of the Government’s Fuel Poverty Strategy;
- Support and challenge the Government on delivery;
- Encourage and foster a partnership approach between Government and stakeholders;
- Work where appropriate with the Committee on Climate Change.

The fuel poverty target and strategy
In March 2015, the Government published its fuel poverty strategy, Cutting the Cost of Keeping Warm. This sets out challenges and actions for the next 15 years to ensure future Governments take the right steps to tackle fuel poverty and get help to those who need it most.
The fuel poverty target is to ensure that as many fuel poor homes as is reasonably practicable, achieve a minimum energy efficiency standard of Band C by 2030. The fuel poverty strategy includes two interim milestones: to improve as many fuel poor homes as reasonably practicable to Band E by 2020 and Band D by 2025, pushing up standards consistently over time.
The CFP plays a key role in holding the Government to account for meeting these long-term targets, scrutinising their strategy and providing independent, expert advice.
Role Description
As a member of the CFP you will be required to play a key role in delivering high quality, independent, evidence-based advice to Government. You will work with the Chair and other members to report this advice to Parliament and communicate with stakeholders and the wider public. Individual members also take the lead in subject areas for the Committee, as agreed with the Chair.
Person Specification
Essential experience, skills and attributes:
- strong leadership skills, with the ability to set strategic direction in a complex subject area;
- the ability to quickly understand and analyse complex issues;
- the ability to command the confidence of, and influence, stakeholders, including Government, other public bodies and agencies, industry and campaign groups;
- the ability to convey complex messages clearly to a variety of audiences; and
- the ability to engage at a senior level, preferably with experience at local government level or other stakeholders at the local level.
Desirable experience:
- Knowledge of fuel poverty and related areas of policy (such as housing, health and wellbeing and community engagement).
Members must also uphold the standards of conduct set out in the Committee on Standards in Public Life’s Seven Principles (see attached applicant pack).
