- The National Chair will receive a non-pensionable remuneration of £400 per day for a commitment of 8 days a month. Reimbursable standard travel expenses will be limited to those actually and necessarily incurred in the course of official business. Remuneration will be subject to PAYE tax and National Insurance Contributions.

- Candidates should satisfy themselves before applying that they would be able to make the necessary time commitment of at least 8 days a month (96 days a year). The time commitment of the post will be kept under review.

Vacancy Description
National Chair – We are looking for an outstanding individual to lead the IMB operation through a period of internal reform and change; and at a time when strengthened independent scrutiny is an important part of the Government’s prison safety and reform programme. The recent White Paper on Prison Safety and Reform set out plans to ‘strengthen the governance arrangements and accountability for IMBs, to support them in providing high quality scrutiny’ and the successful candidate will work closely with the Deputy Director IMB Secretariat lead to put the new governance arrangements and processes in place. The National Chair will be responsible for leading the Management Board and IMB members to ensure that IMBs effectively, efficiently and independently discharge their statutory and other functions, providing high quality support and challenge. The Head of the Secretariat will be a member of the Management Board and will be task managed by the Chair in accordance with directions set by the National Chair and Management Board.
Person Specification
Essential criteria Ability to demonstrate a commitment to the fair and humane treatment of others and a track record of leading to enhance diversity; A proven track record of successful and strong leadership at Senior Board level and Senior Board level governance in a complex environment; Evidence of significant achievement in providing strategic vision and driving successful change and improvement in an environment where strong accountability is key; Evidence of excellent communication and relationship management skills with the ability to engage capably and constructively with a wide range of stakeholder groups including Ministers, senior officials in government, senior leads in the inspectorate/scrutiny/national preventive mechanism arena, parliamentarians and the media; Well developed organisational, chairing and governance skills, including experience and willingness to create, shape and lead a new Management Board, ensuring the right mix of skills and experience are in place to lead the IMB operation.
Desirable criteria An understanding of the Criminal Justice System and the particular opportunities and challenges faced by volunteers; Interest, knowledge and experience of issues faced by those in custody and those who manage prisoners/detainees on a day to day basis
Additional Information
The appointment will be made by the Lord Chancellor for an initial period of three years.
