Vacancy Description
The Department for Culture, Media and Sport (DCMS) is looking for four people to appoint as Board Members of UK Anti-Doping to replace Board Members coming to the end of their appointments. UKAD is an Executive Non-Departmental Public body, sponsored by the DCMS.
About UKAD UKAD is the United Kingdom’s independent National Anti-Doping Organisation (NADO) and was set up in 2009. UKAD is responsible for the implementation of the Government’s Anti-Doping Policy for sport. It has established itself as a world leading NADO. Through the use of intelligence and investigations together with a well-developed education programme, UKAD has been highly successful in deterring doping and in catching not only cheating athletes but also athlete support personnel assisting them in this regard.
Existing Board Members are coming to the end of their appointments and there are now opportunities for new Members to build on UKAD’s successes and take the organisation forward.
The Role The UKAD Board is made up of seven non-executive Board Members, including the Chair. The Board is appointed by the Secretary of State for Culture, Media and Sport, and provides first class strategic advice and direction.
Responsibilities of the Board will include:
- Taking a strong hand in the strategic direction of the organisation, working collaboratively with the Chair and a broad range of key stakeholders;
- Providing effective, strategic support and advice to the Executive Team in its responsibilities toward delivery of an effective UK anti-doping programme, including the process of strategy development;
- Exercising accountability to government and key partners, ensuring the delivery of the objectives and targets shown in the body’s Management Agreement with DCMS;
- Acting as a strong advocate for the work of UKAD, including working to ensure effective communications with key partners and stakeholders (including Government, UK Sport, the Home Country Sports Councils, law enforcement agencies and National Governing Bodies) both in the UK and internationally;
- Attending Board meetings, committees and panels as appropriate; and
- Ensuring good governance, monitoring performance and helping to develop a supportive relationship with the executive staff to deliver a corporate strategy.
Person Specification
The successful candidates will join a successful body that faces challenges posed through increased sophistication in doping in sport. They will have a passion for success and be committed to the delivery of excellence and quality.
Reductions in public spending will require the Board to focus on efficiencies, value for money and opportunities to increase earned income.
We are looking to appoint four people, all demonstrating the essential criteria as well as expertise in one or more of the areas described in the additional criteria.
One member of the Board will be selected by the Chair to act as Deputy Chair. No additional remuneration is paid for this deputy role.
Essential Criteria All candidates must be able to demonstrate evidence of the following:
- Awareness of the current anti-doping context and challenges for the future;
- A strong record in strategic decision-making and planning at a senior level in the private or public sector;
- A good grasp of the Nolan principles;
- Excellent interpersonal, communication and representational skills (some media experience would be desirable);
- The ability to win the respect of, negotiate with, and influence, senior members of the government, sports and law enforcement agencies, and other key stakeholders; and
- The ability to work well with people from different backgrounds and a commitment to improving diversity and equality.
Additional Criteria In addition to the essential criteria, the successful candidates will also be required to demonstrate their knowledge and expertise in one or more of the following areas:
Finance, Business, Audit
- A detailed understanding of all the essential components of successful corporate financial management; and
- Experience of sitting on audit and finance committees.
It would be beneficial for at least one Member of the Board to have a financial qualification.
Law Enforcement, Legal
- Legal and / or law enforcement expertise at a senior level in the sports sector and / or elsewhere.
Understanding of Home Country Interests
- Experience of dealing with, and resolving issues around, distinctive Home Country interests; and
- Understanding of the impact of devolution on sport, and sporting interests.
Sports Medicine and Science Expertise
- A background in pharmacology, science, medicine or research; and
- Experience of working within sports medicine or research.
Anti-Doping Expertise
- Experience in anti-doping administration, policy, compliance, education, testing and / or results management.
Additional Information
It is currently intended that the sift will take place on Monday 27 March 2017. The interviews are currently planned to take place on Friday 28 April and Friday 5 May 2017.
